Ad Hoc Sewer Committee. Several Councilors have subsequently recommended that this committee be established as a regular standing committee of the Council. MrD11menaing Chapter1, Article J Section 6 of the V1f P� _ ....... ........... __. code of Ordinances of the City of Bangor --Sewer Committee Beit ordained by the Ciro Coun U of the Ciro of Room, os(Wmea: the Sewer Fund of the City of Bangor has become a major cost enter due to the impact of federal and state legislation ; and WHEREAS, conaiatent Council overnight of the Sewer Fund is essential s to tonsure that the City remains in compliance with existing consent decrees; and WHEREAS continued Involvement in issues such as rate setting and monitoring end approving abatements i ential to balance u the r needs of the s r tuna and the ability of rate payers to meet their commitments equitably; and WHEREAS, continued federal azffi state legislative and regulatory actions will continue to have an impact on the operation and financing of the Sewer Fund; and WHEREAS, due to these and other factors, a need exists to create a Standing Council Committee to oversee the operation, financing, and regulatory climate of the City's Sewer Fund NOW, THEREFORE, HE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BANGOR, THAT: Chapter I, Article 3, Section 6 of the Code of Ordinances is hereby amended as follows to create the Sewer Committee as a Council Standing Committee. 96-265 Section 6. Council Standing Committees. There shall be Rfib/J$y ix (6) Standing Cccmnitteea of the City Council to be know as. (1) Finance Committee (2) Municipal Operations Committee (3) Pass Park Crnvnittee (9) Community and SConanic Development Committee (5) Airport Committee (6) Sewer Committee BE IT FURTHER ORDAINED, THAT: Chapter I, Article 3, Section 6.2 (1) is hereby amended as follows: 6.2 Municipal Operations Committee (1) Review and advisory ccnanent to the City Council concerning the City Manager's proposed budget for the following departments, divisions and Special appropriation accounts: Police, Fire, Health and Welfare, Parks and Recreation, Public Services, Bangor City Nursing and Health Center, g0j6$;f1V) p and Golf course. (Move: Deletions are dtMbk/fMtdd¢tl and additions are underlined.) HE IT FURTHER ORDAINED, THAT: Chapter I, Article 3, Section 6 of the Code of Ordinances is hereby amended through the addition of a new Section 6.6 as follows: Section 6.6 Sewer Committee (1) Review and advisory comment to the City Council concerning the City Manager's proposed budget for the Sewer Fund to include user fees and rates. (2) Review and advisory co:mnent regarding proposed Council Orders, Ordinances, or Resolves relating to the Sewer Fund. (3) Review and advisory Gasmen regarding capital plana and programs of the Sewer Fund to include programs related to Combined Sewer Overflow management. 96-265 (4) Review and approval, inaccordance with Chapter v, Article 9, Section 21 of the Laws add of sr abatementa due to lost water, abatements due to water used in and manufactured products, and development discounts. (5) Advisory assistance to the City Council on Federal and State legislation and regulatory matters affecting the Sewer Fund. (6) Review and advisory comment on such other matters involving the Sewer Fund as may be referred to the Committee by the Council, the City Engineer, or the City Manager.
