This is an amendment to subsection 2.18 of the Off -Street Parking provisions. This subsection is the one which grants the Planning Board authority to "grant a special exception to the above off-street parking requirements" in the Downtown Development District and the waterfront Development District only. The amendment eliminates the payment of a $1,500 fee for each required parking space which the Planning Board waives under this provlsion for any project involving new construction. (The Board will recall that there used to be a requirement for a payment of a fee for spaces waived under this provision for rehab projects as well, but this was deleted from the Ordinance last year.) b. There has been concern that the parking waiver fees would be a deterrent to development in the Downtown area. Suet a there was concern about rehabilitation of existing apace, there was also concern about new construction. As the Board has discussed an previous occasions there have been a number of parking waivers granted over the last 15 years. The construction of the parking garage has largely off -set the waivers granted under this provision. The issue is not e much a planning issue as it is a fiscal policy issue, so the Board should keep in mind that ultimately, thief i decision for the City Council to make in ita role of balancingpublic benefit versus cost. C. The City has aggressively pursued redevelopment and new construction in the downtown since the initial establishment of the Urban Renewal Project Area in the downtown in 1964. The City has continued to invest money in infrastructure in the downtown (to .improve both the function and appearance of this area) to encourage use of existingspace and construction of additional floor area. Staff would recommend that the Planning Board recommend this deletion of the waiver fee requirement to the City Council.
