These funs will be used to plant trees on a recently reclaimed area of the City's gravel pit in Winterport Under DEP rules, we have been reclaiming worked areas of this pit for some time in order to avoid more stringent regulations required of commercial gravel pit operations. Such an approach avoids additional regulatory costs and also contributes to general environmental conditions as well as the eventual value of the reclaimed land. The $5,000 local share has already been met through the work which has been completed to grade and cover the areof the pit to be reclaimed. David Spicer of the Maine Forest Service has been in touch with Roland Perry on the progress of &a plantings done m conjunction with the reclamation of portion of the Winterpmt Pit He has informed Roland that there is additional money availxblef planting this year, from unexpended funds in the 1995 program. Roland has discussed the expansion of our reclamation efforts an the Winterport pit and received verbal confirmation from Mr.. Spicer that this would be eligible for funding under the SBA grant rated. The forestry crew bas been occupied, during Us past -winter, when time was available, in gadmg the inactive measoftwe portions of the Winterport pit. This is as attempt to keep the reclaimed portion ofthe pit followingthe active portion as closely as possible. Wemustlimit the active area to less than five acres in order to name that ws do not fall under the more smugmt regulations goveming the larger commercial gravel pit operations. The area graded, about 7 acres, has been slated for reforestation. Tnere is a rather r crow wirdow available for Us as the planting must be performed before the end of April. The labor and equipment cost involved in the grading operations to date more than cover the City share of the project. The Grant instructions indicate that costs named on accepted projects back to October of 1995 on be eligible for this project. Three copies of she grant have been forwarded to the Maine Forest Service for processing. On April 24, 19961 recelvedthe attached handwritten note from David Spicer ofthe Maine Forest Service indicatingthat the greet request for $ 5,000 had been, approved. On April 30, 19% The attached notice ofaward and agrecrnent forms werereceived from David Spicer. Roland has informed me that there is a narrow window available to perform dais work and that the materials should he ordered no leer than May 7,1996 for planting within one to two weeks for this program to work this your.
