26 Bower Street (Tax Map 32, Lot 144)

Commentary: The City recently demolished a safe structure
located at 26 Bower street on tax -acquired land of the City of
Bangor. The lot remaining after this demolition is 25' x 100'±,
and c not be developed a astand-alone lot for any purpose under
the City's Land Development Code. Owners of the abutting property
at 36 Bower Street, Richard and Sally Spencer, have asked to
purchase the City's lot at 26 Bower Street. The City Assessor has
determined that the value of the land concerned is $2,000. Sale of
26 Bower Street to the Spencers as an additional lot to their
property at .36 Bower would enable the Spencers to meet minimum lot
area requirements for residential use of a nonconforming lot under
Article 4, Section 1.1(c) of the City's Land Development Code,
bringing the existing residence at 36 Bomar more into compliance
with the Code.
This item has been recommended by the Council's Finance
Committee.

RESOLVED,
The City Manager is hereby authori2ed, on behalf of the
City of Bangor, to execute all documents necessary to convey tax -
acquired property of the City of Ranger located at 26 Bower Street
(Tax Map 32, Lot 144) to Richard and Sally Spencer, of Bucksport,
upon payment to the City of $2,000.00 as a purchase price for the
property. All documents executed pursuant to this Resolve shall be
in a form approved by the City Solicitor.

I HAVE RECEIVED A NOTICE STATING TEAT THE PROPERTY LOCATED AT
TWENTY-SIX BOWER STREET,BANGOR,MAINE HAS BEEN CONDEMNED AND THE
EXISTING DWELLING WILL BE TORN DOWN. I WOULD LIKE TO MAKE A
PURCHASE OFFER FOR THE LAND AFTER THE DWELLING HAS BEEN REMOVED.
I OWEN THE PROPERTY AT THIRTY BOWER STREET,BANGOR,MAINE THAT
CONNECTS WITH THE TWENTY SIX BOWER STREET PROPERTY.THERE HAS BEEN
AN ONGOING CONFLICT OVER THE RIGHT OF WAY BETWEEN THESE TWO
PROPERTIES.I ALSO HAD A TEN THOUSAND DOLLAR LEAN AGAINST THE
TWENTY-SIX BOWER STREET PROPERTY BEFORE THE CITY TOOK POSSESSION IN
DECEMBER OF 1995. I BELIEVE THE VALUE OF THIS PROPERTY AT THE
PRESENT TIME WOULD BE ABOUT TWO THOUSAND DOLLARS WHICH I WILL PAY
WITH A -CASHIERS CHECK UPON REQUEST.I WILL ALSO PAY THE FEE OF A
QUICK CLAIM DEED UPON REQUEST.I WOULD GREATLY APPRECIATE ANY
HELP THAT THE CITY OF BANGOR COULD EXTEND IN THE PURCHASE OF SAID
PROPERTY LOCATED ON TWENTY-SIX BOWER STREET, BANGOR,PENOBSCOT COUNTY,
STATE OF MAINE.
