Cumberland Street (Tax Map 48, Lot 29) is currently encumbered by

been repeatedly cited for numerous violations of the City's various
building and safety codes.
A sale of the property by the Tsoulas trust Is scheduled for
closing on or about June 1, 1996. The buyer has requested
execution of a municipal quitclaim deed by the City to clear the
City's matured sr liens. When the City allows late redemption
of tax- or sewereforeclosed properties, the minimum conditions

by the City normally include payment of all outstanding past -due
City accounts, plus correction of all outstanding code violations.
That disposition is recommended here. Please note that Mr. Tsoulas
has additional delinquent accounts, and has been cited for multiple
code violations, on other properties located in Bangor. The
attached Resolve does not require payment of other accounts or
correction of code violations at Mr. Tsoulas' other Bangor
properties as a condition of this release.

RESOLVED:
the City Manager is hereby authorized, on behalf
of the City of Bangor, toexecute and deliver a cipal quitclaim
dead, in a form approved by the City Solicitor, releasing all
right, title and interest of the City of Bangor in and to property
located at 144-146 Cumberland Street (Tax Map 48, Lot 29), arising
by virtue of matured sewer liens on file at the Penobscot County
Registry of Deeds. Said deed shall n s grantee the George L.

Tsoulas Trust or the trust's s interest. Provided,
however, that prior to delivery ofsthe City's deed, the following
conditions shall be met by the grantee:
(1) All unpaid real estate and personal property tax
assessments and sewer user fee bills pertaining to 144-146
Cumberland Street, through and including FY 1996 taxes and BY 1996
sewer bills issued to date, shall be paid in full, including all
accrued interest and lien charges.
(2) All current violations of the City of Bangor's building,
property maintenance, life safety, fire, plumbing and electrical
codes pertaining to 144-146 Cumberland Street shall be corrected to
the satisfaction of the City Code enforcement Officer. The City
Manager is authorized to waive this provision if at the time of
delivery of the City's deed the grantee or successor in interst has
entered into all necessary contracts for correction of such
solations on a schedule agreed to by the City Code Enforcement
Officer; performance of such contracts is assured by suitable
performance bonds issued by reputable sureties in favor of the City
of Bangor, or by other security approved by the City Solicitor; and
the City's deed as delivered contains provisions effecting a

to correct all such violations within the time agreed.
