Commentary:
Hoyle, Tanner and Aesociatee have provided engineering Services to Bangor
International Airport for a number of years. The projects under AIP 21
include the reconstruction of a portion of Taxiway "A" adjacent to the
Terminal Ramp, the installation of high mast terminal lighting for the
terminal ramp, and the purchase of a larger scale plow truck and sander.
Total cost for this contract is $255,925. AB an AIP contract, the City is
responsible for 58 of the coat ($1],]96) with the State and Federal
Government contributing the remainder.
The originally proposed cost of $290,000 has been reduced through
negotiations based upon an independent cost analysis prepared by Richard
Cattelle. The FAA has approved this contract.
Since total Project costs exceed $100,000, full Council approval is required.
The Finance Committee recommends your approval.

Thank you for your March 26, 1996 letter containing the analysis of the Hoyle, Tanner 8
Associates contract for the reference project. Based on your analysis and negotiation effort,
the FAA concurs with your recommendation to approve the engineering contract, at the
negotiated figure of $255,925.00.
1 agree that Mr. Cattelle did a thorough job in preparing the estimate, and should be
consulted for future cost estimates.

As per FAA requirement, Bangor International Airport has analyzed
the contract offered by Hoyle, Tanner & Associates (HTA), the
airport's designated engineering consultants, by submitting the
same against an estimate provided by a third party.
Richard Cattelle, a licensed engineer who has provided value
engineering assistance to this airport onaumber of previous
occasions, prepared a detailed independent estimate for the
proposed contract.
On the basis of Mr. Cattelle's estimate, the airport engaged
in negotiations with MIA and arrived at a reduced contract cost
of $255,925.00 against an original quoted price of $290,600.00.
The 12% cost reduction resulted primarily from reduced manhours,
task shifting and reduced "resident" expenditures.
While Mr. Cattelle had calculated a total cost of $204,100 (see
attached) he and I are satisfied that the provided explanations
for the remaining differentials are appropriate. I should add
that I was most pleased with Mr. Cattelle's thoroughness and
relevant competence and would want to engage him again for future
project analyses.
At this point I would request your concurrence in the City of
Bangor's award of the contract for engineering services pertain-
ing to AIP #21 to Hoyle, Tanner & Associates, Inc.

Please find attached a copy of the revised contract with NTA
for engineering services under AIP p21. This contract was
renegotiated on the basis of an independent cost estimate,
resulting in
areduction of 12% in total costs. The previously
proposed cost for engineering services was in the $290,000 range.
I would appreciate it if you would secure Finance Committee
approval for this contract. Depending on my business travel
schedule, I may not be able to attend.
