Summary This Resolve will accept and appropriate $187,260.72 in FY 2017 Homeland Security Grant funding from the Maine Emergency Management Agency to improve Police and Fire preparedness and response capabilities for Homeland Security related events. This funding will be utilized for the purpose of providing enhanced training in various disciplines for police and fire department personnel. Funding will also be used to purchase equipment and to maintain / upgrade current equipment. A plan outlining the various anticipated projects and expenditures is attached to the Resolve. This list may not represent the exact final expenditures, as priorities and needs may change during the grant period. Be it Resolved by the City Council of the City of Bangor that, $187,260.72 in FY 2017 Homeland Security Grant Funds from the Maine Emergency Management Agency (MEMA) to improve Police and Fire Department preparedness and response capabilities for Homeland Security related events is hereby accepted and appropriated. And Be It Further Resolved that the Finance Director is authorized to establish such financial accounts as may be necessary to accept and disperse such funds in accordance with Homeland Security and MEMA requirements. 18-014 NOVEMBER 13, 2017 City of Bangor FY 2017 Homelland Security Grant Program Detailed: Description of Projects To provide training and continuing education for the Technical Rescue teams including but not limited to High and low angle rope rescue, confined space, swift water, collapse rescue and Marine operations, The funding will also assist in the replacement of worn and aging equipment as seen necessary. Provide funding for new technician training, certification training, and advanced training opportunities. Also to maintain and upgrade specialized equipment as required, Special Response Teom $15,000.00 Provide funding for new member certification training. Funding for current rnennber advanced specialized training and command officer training. Funding will also upgrade aging equipment and provide new rneimbers with necessary equipment, Mobile Command Vehicle $,10,500.00 Funding will support vehicle yearly expenses to include Satellite, cell phone, Satellite phone service and Radio programming, Equipment upgrades and modernization to recording device, switching gear and wiring. Also provide funding for training and exercise planning. Active Threat/Violent Offet7der Training $1.5,000.00 All n,iembers of the department are required to participate in an annual active threat training course, typically held at one of the city schools during April vacation. This is an intensive scenario based training program designed to simulate national trends and events. The training includes de-escalation, less lethal and active shooter training modules, it also includes yearly active threat/properengagernent training to new police officers. The funding includes continuing education for the instructors and participants overtime and backfill as necessary. Evidence Equipment $5,000.00 Funding will provide equipment and consumable supplies for crime scene processing, evidence collection and docurnentation. Specialized training will include evidence collection techniques, handling and processing. EMS UTV $15,0010,00 -rhe purchase of the LJTV will be utilized by our EN/IS division for search and I-eSCLIe operations, assist with the removal of patients from many of our rural hiking trails that are, inaccessible by normal on -road vehicles. it will also assist with large gathering events such as the American Foil( Festival. Mobile Dot o Terminal Support $36,760,72 The funding will replace aging IVIDT's used in emergency vehicles used by both the Police and Fire Departments. it will also assist with maintaining software licensing and Support. Rodio's $50,000-00 Funding will assist in providing much needed upty ,rades to portable and mobile radios used by first responders.
