Opposing Question 1, the York County Casino Referendum

A sufficient number of signatures have been gathered to place an initiative on the state-wide ballot
that would modify existing state gambling laws to allow a casino with table games to be located in
York County. The citizen initiative is not consistent with current Maine gaming legislation. It is
written so as to define only one person as qualified to apply for a license to have the facility. In
addition, the distribution of revenue in said citizen initiative are not consistent with the current law.
This Resolve, if approved, will state the City of Bangor's objection to Question 1 and calls upon the
Legislature to amend the initiative to correct inequities and unfairness contained in it if it is approved
by the voters.

WHEREAS, a sufficient number of signatures have been gathered to place an initiative on the state-wide ballot
that would modify existing state gambling laws to allow a casino with table games to be located in York
County; and
WHEREAS, said citizen initiative is not consistent with current Maine gaming legislation; and
WHEREAS, said citizen initiative is written so as to define only one person as qualified to apply for a license to
have the facility; and
WHEREAS, the distribution of revenue in said citizen initiative are not consistent with the current law; and
WHEREAS, if the voters approve Question 1 the Legislature should amend the initiative to correct inequities
and unfairness contained in it.
Be it Resolved by the City Council of the City of Bangor that the City of Bangor opposes passage of Question
1, the York County Casino referendum question.
Be it Further Resolved by the City Council of the City of Bangor that in the event the York County referendum
question is approved by the voters we call upon the Legislature to promptly go into session and in a timely
manner amend the bill to make it more consistent with current Maine gaming legislation, to bring fairness to
the process, and to allow any entity to apply for a license.
