As part of the development, Bangor Savings Bank has requested the following actions: discontinuance of a portion of Summer Street; an easement for pedestrian access across City owned property to access the lower level of the existing building; and relocation of a drainage easement to facilitate the development of parking and open space; and a license to use a small portion of the right-of-way at South and Pleasant Street. The Infrastructure Committee reviewed the discontinuance of Summer Street and some of the other proposed changes. Committee Action Committee: Infrastructure Committee Meeting Date: Action: Recommend for passage For: Against: Staff Comments & Approvals ODA ry--� Lm"� City Manager Introduced for: New Business zi�2 City Solicitor Finance Director CITY OF BANGOR ORDER Date: 10/23/2017 Item No: 17-383 Assigned to Councilor: Nealley Authorizing Execution of Agreement with Bangor Savings Bank - Summer Street 10/23/2017 17-383 WHEREAS, Bangor Savings Bank has acquired several properties, including property from the City of Bangor on South and Summer Street; and WHEREAS, Bangor Savings Bank is renovating an existing building and constructing a new building and a parking garage on the property; and WHEREAS, part of the development, Bangor Savings Bank has requested the discontinuance of a portion of Summer Street, an easement for pedestrian access across City property to the lower level of the existing building, relocation of a drainage easement, and a license to use part of the right-of-way at South and Pleasant Street; and WHEREAS, the new building will be located on a portion of the existing Summer Street, access to the lower level of the existing building will facilitate its reuse, a license to use a portion of the right-of-way at the corner of South and Pleasant Streets for landscaping and maintaining retaining walls, and relocation of the drainage easement will facilitate the development of parking and open space; and WHEREAS, the City Council has previously authorized the City Engineer to begin the process to discontinue a portion of Summer Street. Be it Ordered by the City Council of the City of Bangor that, Catherine M. Conlow, City Manager, is hereby authorized, on behalf of the City of Bangor to execute Agreements between the City of Bangor and Bangor Savings Bank for the discontinuance of a portion of Summer Street, an easement for a pedestrian walkway to the lower level of the building owned by Bangor Savings Bank on South Street, the relocation of a drainage easement, and a license to use a portion of the right-of-way at the corner of South Street and Pleasant Street not in the travel portion of the right-of-way for landscaping and retaining walls.
