Summary This Order will authorize the execution of a quitclaim deed to David S. Boyd for 73 property located at Central Street. Real estate tax and stormwater liens matured on the property owned by David Boyd and located at 73 Central Street. The City and the property owner, David S. Boyd, entered into an agreement setting forth the terms under which the City would convey the property back to Mr. Boyd. It included payment of all charges due the City, bringing the property in compliance with Code, and renovating the first floor so that it would be available for a tenant. Although it took longer than anticipated, Mr. Boyd has met all other terms of agreement. Because of the time delay, an order is needed to convey the property back to him. If approved, Mr Boyd will pay the outstanding charges due the City including the amount representing 100% of the FY18 real estate taxes. Be it Ordered by the City Council of the City of Bangor that, Deborah A. Cyr, Finance Director, is hereby authorized and directed, on behalf of the City of Bangor, to execute a Municipal Quitclaim Deed releasing any interest the City may have by virtue of undischarged real estate tax and stormwater liens including those recorded in the Penobscot County Registry of Deeds in Book 13561, Page 148, Book 13562, Page 309, Book 13891, Page 149, Book 13907, Page 71, Book 13908, Page 188, Book 14040, Page 181, Book 14186, Page 252, Book 14187, Page 322 and Book 14268, Page 48. As a condition Mr. Boyd shall pay to the City of Bangor all outstanding charges due the City including the amount that would represent the FY18 taxes ($11,352.24).
