Tne Council recently held a workshop with representatives of the Water District to review and diaWae the proposed rate increase. Based on this workshop and other information provided by the District, it appears that much of this increase is directly related to Federal Semblance concerning the Clean Nater Act. The attached Resolve Would Call upon the Trustees and the District to Work diligently in the future to pursue rate stability for its customers through controlling future capital and operating expenditures and aggressively seeking out additional Water District Customers. DEPARTMENT HEAD Manager's Comments: mk CITY NANNlER Associated Information: Resolve FINANCE DIRECTOR Legal Approval: EQ) CITY S LIC OR Introduced For Passage First Reading Referral page of Assigned to Councilor Raldacci March 13, 1996 96-155 CITY OF BANGOR (TITLE,) P0011Mt.........Calling Upon the Bangor Water District to Pursue the Necessary Steps to Ensure Bate Stability By City Courwit ofW CUVofHaapsr: MSOLVBD. wHSWSzo, the Bangor Water District is proposing to seek from the Maine Public Utilities Commission a 24.4% water rate Increase; and WHER S, the sive and proposed timing of this increase will Bate a hardship on many of Bangor's citizens who are customers of the District; and WHEREAS, a substantial portion of this increase is required to meet mandated federal costa to insure compliance with the Clean Water act through construction and operation of an ozone treatment plant and the purchase of additional land in Flood Pond's watershed to protect this water resource; and WHEREAS, a portionof the increase is also necessary to replace revenue lost due to the withdrawal of the Orono-Veazie Water District and lower sales of water; and WHE RUM, the State Imposed draw down limits on Floods Pond have been relaxed eliminating the need for water conservation for the foreseeable future and providing the additional capacity for the Water District to aggressively seek new customers; NOW, THEREFORE, BE IT ABSOLVED by the City Council of the City of Bangor, that we hereby call upon the Trustees add Staff of the Bangor Water District to take the necessary steps to provide rate stability for its customers in the future. While this increase appears to be necessary, the District and Trustees should diligently work to control future operating and capital costs and to seek out additional water customers who can be served within the District's long term water supply capabilities. While this increase will create a hardship for a certain of its customers, this hardship can be mitigated by the District's ongoing commitment of future rete stability.
