Item/Subject: Authorizing the City Manager to Enter into a Contract with
Baker, Newman & Noyes to Perform a Comparative Cost Stuffy and
Reimbursement Analysis of the City Nursing Facility and Authorizing the

The City recently received proposals from three firms for the development
of a masterplanfor the City Nursing Facility. On Tuesday, Jabutry 30,
1996, presenations Rare made by these three firms to a Committee composed
of various City staff add Members of the City Nureirg Facility along with
City Councilor Pat Blanchette. On January 31st, the full Nursing Facility
Advisory Board met and the results of the prior day's meeting were
reviewed and discussed.

The Advisory Board reends that the City immediately proceed to
contract with the firm of Baker, Newman s Noyes for a coaparative cost
analysis and an analysis of reimbureemen: strategies in order to identify
potential areas for coot reductions and in v
sed r In addition,
the Advisory e
Board also r ends that we undertake more detailed
analysis of the proposals submitted by the Sandy River Group and North
Country Aeeociates to address additional changes which met be made in the
future. The attached menorandum provides greater detail on these
recomnendations.
The attached order would authorize a contract with Baker, Newman and
Noyes to perform the comparative cost study and reimbursement analysis in
the amount of $8,000. In order to fund this study, the Order also
authorizes the transfer of $8,000 from the City's General Fund Contingency
account to the General Fund contribution to the City Nursing Facility.
This approach has been reviewed and is recommended by the Municipal
Operations Committee.

the City Nursing Facility. In order to provide funding for this study,
