Commentary:
The structure, located at 58 Parker Street, and ow ned by William
and Doris Roy of Hampden, has been v c
ant since 1993.The building
has deteriorated over the years and there has been no attempt to work
n the structure since 1981. Staff's opinion is the structure meets
the statutory requirements for condemnation by being obsolete,
dilapidated, structurally unsound and a fire hazard.

ORDER®. -
THAT WHEREAS, the Bangor City Council, in its capacity as
the Municipal Officers of the City of Bangor, held a public
hearing pursuant to 17 M.R.S.A. 52851-2859 to deterndne whether
or not the structure located at 58 Parker Street, Bangor,
Maine, o a lot described in a deed recorded in Volume 5024,
Page 92, Penobscot County Registry of Deeds, Owned by Doris and
William Roy, of Hampdan, Maine, constitutes a dangerous
building within the meaning of said statute; and
WHEREAS, based upon the evidence presented at said
public hearing, the Bangor City Council finds that the building
or structure in question is structurally unsafe; unstable; a
-Eire hazard; unsuitable or improper for the use or the
occupancy as a residents; a hazard to health or safety because
of inadequate maintenance, dilapidation, Obsolescence of
abandonment, and dangerous to the life and property of the
inhabitants of the City of Bangor; and
WHEREAS, the Bangor City Council hereby adjudges Said
building or structure to be a nuisance and dangerous, as
provided in Title 17 M.
M.R.S.A. 52851-2859,
NOW THEREFORE, by the City Council of the City of
Bangor;
ORDERED, TEAT said building Or structure Shall be
diaposed of as follows:
(1) Said building or structure shall be demolished by the
Owners, within thirty (30) days of the date of passage
of this Order, said demolition or removal be performed
in conformity with the Laws and Ordinances of the City
of Bangor; and
(2) In the event said structure is not demolished o
removed within thirty (30) days as provided above, the
City's Code Enforcement Officer may cause
said
building or structure to be demolished or removed, all
expenses incurred thereby to be paid by the owner(s)
r assessed against the property in accordance with 17
M.R.S.A. 52853; and
(3) Theo er(s) of said structure Shall remove all
personal property located therein. In the event that
the owner(s) fail to comply with this order, the
City's Code Enforcement Officer may remove and dispose
of said personal property.
and be it further
ORDERED, That the City Solicitor, or his
representative, is hereby authorized to take any and all
additional necessary action to secure the demolition or removal
of said structure.

This memo is a response to you request to the Fire Department for our concems
concerning too pmential for fire at this sometme and the drug" to neighboring
preperries. This building is currently vacant and placarded and has been for quite
sometime. Our biggest concern world be vandals gaining entry to this building and
starting a fire. It appears thm vandals could gain entry relatively easy. A large fue
at this building could pose aducat w nearby residences.
oo addition, fires in placarded and vacant buildings may be more hazardous m
firefighters thou more types of structures due to damage caused by vandals inside the
building

Dear Mr. a Mrs. Ray:
Periodically, as part of orregular Code Enforcement Division
activities, we look at buildings which have been vacant for extended
periods of time to determine if they meet the State'a statutory
requirements as a dangerous building by being dilapidated, obsolete,
structurally unsound and/or a fire hazard.
The above captioned building, owned by you, is believed by the City
to be a dangerous structure.
At your earliest convenience ewould like to schedule an inspection
by City staff to fully evaluate thecondition of the building. The results
of this inspection will determine if the structure will be brought before
the City Council for condemnation and demolition.
I respectfully request you contact me at your earliest convenience to
set up a mutually convenient time for an inspection of the subject
property.
