PUBLIC COMMENTS: Mr. Wayne Mallar of 103 Essex Street stated
That he had been told by Bob Farrar that the City Council had directed the
Police Department to not enforce parking restrictions on esplanades and sidewalks.
Chief Gastia and Bob Farrar both responded that perhaps Mr. Mallar had
misunderstood the conversation, but they indicated to him that this issue was not a top priority
for the Police Department based on their work volume.
Kathy Baldacci of 75 Boutelle Road, representing Schoolhouse Apartment, expressed
concern that she is losing tenants due to the activities in the parking lot area from the
clients and employees of Diva’s.
Reverend Loring of 240 Center Street urged the Council to support his idea to partner with his church in
setting up a temporary dispensary for medicinal cannabis.
