MINUTES
Councilors Present: Nichols, Graham, Perry, Faircloth, Weston, Nealley, and Tremble.
Staff Present:Michael Crooker, Cathy Conlow, Patty Hamilton, Lisa Goodwin, and Jaime
Comstock.
Chairperson Nichols opened the meeting at 5:35 PM.
Regular Agenda
1.ORDINANCE, AmendingChapter14,CityElections,ArticleI,§14-1,Voting
DistrictsandPrecincts,andArticleII,§14-6(C),Registrar of Voters and
Registration Appeals Board.
City Clerk, Lisa Goodwin, updated the Council on the proposed changes-changes
term of Registrar of Voters from 1 to 2 years and removed reference to specific
Senate & House District numbers since change every 10 years.
Councilor Weston motioned to accept as prepared. Councilor Faircloth Seconded.
All in favor.
2.ORDINANCE,Amending Chapter 291, Vehicles and Traffic, of the Code of the City
of Bangor, By Reducing Restrictions on Wintertime Parking
Assistant City Solicitor reviewed the proposed changes with Committee members.
Councilor Weston motioned to approve. Councilor Tremble seconded. All in favor.
3.RESOLVE, Accepting and Appropriating $85,000 for the Maine Prevention Services
Let's Go Obesity Prevention Grant Program.See item #5
4.RESOLVE,Accepting and Appropriating $155,579 for the Maine Prevention Services
Substance Use Prevention Grant Program. See item #5
5.RESOLVE,Accepting and Appropriating $135,063 for the Maine Prevention Services
Tobacco Prevention Grant Program. Items 3, 4, and 5 were addressed at the same
time. Jamie Comstock was present to answer any questions from Committee
members. She noted that this is the second year of the grant. Councilor Tremble
asked if these included administrative fees. Jamie Comstock indicated yes.
Councilor Weston motioned. Councilor Tremble seconded. All in favor.
6.RESOLVE,Authorizing the City Manager to Accept and Appropriate Grant Funds
from the Maine Department of Health and Human Services -WIC Nutrition Program.
Health & Community Services Director, Patty Hamilton indicated that this was a
renewal grant as well that the City had applied for years but also includes new
budget for Farmer’s Market of additional $2,900. Councilor Weston motioned.
Councilor Faircloth seconded. All in favor.
7.ORDER,Authorizing Bangor Public Health and Community Services to apply for
funding from the U.S. Department of Housing and Urban Development in support of
the City's Shelter Plus Care programin the amount of $9,065. (The amount of the
grant is $9,065 which will support one housing unit. The grant period is
02/26/18 -02/25/19.) Please see item #12.
8.ORDER, Authorizing Bangor Public Health and Community Services to apply for
funding from the U.S. Department of Housing and Urban Development in support of
the City's Shelter Plus Care programin the amount of $9,065. (The amount of the
grant is $9,065 which will support one housing unit. The grant period is
02/26/18 -02/25/19.) Please see item #12
9.ORDER,Authorizing Bangor Public Health and Community Services to apply for
funding from the U.S. Department of Housing and Urban Development in support of
the City's Shelter Plus Care programin the amount of $353,891.(The amount of
the grant is $353,891 which will support forty housing units. The grant
period is 04/01/18 -03/31/19.) Please see item #12
10.ORDER,Authorizing Bangor Public Health and Community Services to apply for
funding from the U.S. Department of Housing and Urban Development in support of
the City's Shelter Plus Care programin the amount of $422,158.( The amount of
the grant is $422,158 which will support fifty one housing units. The
grant period is 09/01/18 -08/31/19.) Please see item #12.
11.ORDER,Authorizing Bangor Public Health and Community Services to apply for
funding from the U.S. Department of Housing and Urban Development in support of
the City's Shelter Plus Care programin the amount of $127,903. (The amount of
the grant is $127,903, which will support sixteen housing units. The grant
period is 12/01/18 -11/30/19.)Please see item #12.
12.ORDER, Authorizing Bangor Public Health and Community Services to apply for
funding from the U.S.Department of Housing and Urban Development in support of
the City's Shelter Plus Care programin the amount of $304,128.(The amount of
the grant is $304,128 which will support six family housing units. The
grant period is 01/01/18 -/01/19/19.)
Committee members addressed items #7-12 at the same time. Patty Hamilton
indicated that these were renewals as well. She noted for Councilors that items #7
& 8 looked identical but they were two separate grants. Councilor Faircloth
motioned. Councilor Tremble seconded. All in favor.
Meeting adjourned at 5:44 PM.
