Commentary:
The pick-up truck assigned to the Maintenance Division of the Packs and Recreation Department is in
need ofreplaeauvd. The vehicle is a 1984 with 108000 miles. More importantly, the vehicle is severely
meted and will and pass inspection, although we had planned to get one more year of service from the
vehicle, because replacement had been planned for next year, no fonds were allocated m the Motor Pool
Division's Fy95-98 budget.
Staff is rmommend"mg that a used vehicle (4 -wheel drive with plow) be purchased for the Department and
that the normal bid procedure be waived in order to select a vehicle and negotiate a price. The Equipment
Reserve Account has a content balance of $387,961 plus an anticipated FY97 Motor Pool close out
addition of approximately $100,000.

SUBJECT: Parks & Rae Pick up Truck
PATR: UCC. 2, 1994
The four wheel drive truck that Parks & Bee uses has come to
the end of its useful life. At a recent service it was noted
that the truck has rusted to the point that it is unsafe to
be on the mad. Along with the rust damage , the mechanical
condition of the truck is very poor. The amount of time and
money that it would take to put this truck back into fair
condition as mere than the truck is worth.
Considering the low mileage, heavy duty work load that this
truck has for a duty cycle, I -would like to request that I be
authorized to purchase a late model four wheel drive plow
truck to take the place of Unit 54. 1 would ask that $15,000
be appropriated from the equipment reserve account to use for
this purchase. Given the fact that each used vehicle is
unique unto itself, and that when the right vehicle is
Gated, the transaction will need to be completed in a very
timely fashion; T would request that the normal bid process
be waived.
I believe in this instance the best value for the City is to
spend $15,000 for a used vehicle that will meet our needs
rather than spend $23,000 - $25,000 for a new vehicle. The
City will realize equal life from the used vehicle due to the
duty cycle of this particular vehicle.
During the interim period, I have loaned Parks & Ret the
Motor Pools truck in order to be able to meet their work
schedule.
