HomeMy WebLinkAbout2006-05-11 Historic Preservation Commission Minutes HISTORIC PRESERVATION COMMISSION Minutes of May 11, 2006 at 7:00 p.m. Third Floor Council Chambers MINUTES Commission Members Present: Sara Martin Charles Boothby Wayne Mallar Michael Grillo Commission Consultant Present: Bob Kelly City Staff Present: Jeremy Martin PUBLIC HEARINGS 1. 28 High Street – House Revivers To consider a request for a Certificate of Appropriateness to replace existing galvanized metal flashing with copper metal flashing on the steeple of Hammond Street Congregational Church. Action Taken: Certificate of Appropriateness approval granted by a vote of 4 to 0. 2. 137 Main Street – House Revivers To consider a request for Certificate of Appropriateness and Design Review approval to add a wrought iron balcony on the side of the building. Action Taken: Certificate of Appropriateness and Design Review approval granted by a vote of 4 to 0 with the condition that the balcony is painted black and that the installation of the balcony not damage or penetrate any brickwork. 3. 82 Columbia Street – Monarch Associates Tabled from April 13, 2006 meeting. (Request for detailed information on window specifications) Continued from April 13, 2006 meeting. To consider a request for Design Review approval to install one new window on the third floor to match existing and replace three existing windows on the first floor. Action Taken: Design Review approval granted by a vote of 4 to 0 with the condition that the proposed new third floor window match the windows immediately below in width. 4. 10 Broad Street – Christior’s Public House To consider a request for Certificate of Appropriateness and Design Review approval to Reconstruct the street level façade and install a vertical projecting banner. Action Taken: Certificate of Appropriateness and Design Review approval granted by a vote of 4 to 0 with the condition that the banner is located on the right side as per drawings provided and that the hardware for the banner be installed only in mortar. The next scheduled meeting is Thursday, June 8, 2006 at 7:00 p.m. in the third floor Council Chambers. th Good Evening and Welcome to the May 11 2006 Historic Preservation Commission Meeting. My Name is Charles Boothby, Chair, of the Historic Preservation Commission and in also in front of you are the Commission Members: Sara Martin Michael Grillo Paul Pasquine Roch Le Blanc and associate members: Wayne Mallar Don Lewis Also in attendance are Bob Kelly, Historical Consultant to the Commission and Jeremy Martin from the City. Regarding the hearing and the Commission’s vote, a maximum of 5 Commission members may vote on an application, but 4 members constitute a quorum. And four affirmative votes are required for the approval of an application. It is our intent to work cooperatively with applicants to have successful project. However, if for some reason it appears that your application based on the hearing and discussion that your project will not garner the required 4 affirmative votes, we will provide you with the opportunity to amend your application or to table it to another meeting in order to address the Commissions concerns, or you may withdrawal your application entirely and resubmit a new application at a later date, taking in to consideration the Commissions thoughts and recommendations. I will introduce the item; The applicant will then present their case; City staff will distribute any additional information; Then the public, if any in attendance will be invited to comment, in favor or against, on the application; The applicant will present a rebuttal, if necessary; Then the public hearing will close and the Commission will discuss the matter and members will ask the applicant, staff and consultant questions. When the Commission is ready to vote a motion should be made…… If your application is denied by the Commission you have the right to appeal the decision to the Board of Appeals. With all that being said I would ask that the applicant for item #1 on the agenda come forward to the podium and present your application.
