PUBLIC HEARINGS
1. 202 Exchange Street – Oliver Holdings
To consider a request for a Certificate of Appropriateness and Design Review approval to
amend the previous proposal for brick façade to new wood façade for the first floor.
Action Taken: Application withdrawn by the applicant. The applicant will meet with Bob
Kelly and review options for a more appropriate street level façade.
2. 20 State Street – DaVinci Signs LLC
To consider a request for Certificate of Appropriateness and Design Review approval to
install a wall sign, window sign and door lettering.
Action Taken: Certificate of Appropriateness and Design Review approval granted by a
vote of 5 to 0 as per the revised wall sign and lighting design submitted at the meeting.
3. 412 State Street – Sara. K. Martin on behalf of the Bangor Historic Preservation
Commission.
To consider the application to designate 412 State Street (Carr-Wing House) as an
historic landmark.
Action Taken: Following a briefing about the of the significance of the Carr-Wing House
by Sara Martin, the Commission discussed the matter and then took comments from
the public, including Pat Taber, from EMMC. Mr. Taber discussed EMMC’s
working group that was established recently to look at the options available for these
properties. Mr. Taber requested that the Commission table the application until the
workgroup’s meetings are complete. The commission also took comment from Ms.
Susan Kominsky, an abutting property owner of record who requested the Commission
act on the listing of the Carr- Wing House. The Commission discussed at great length
the proposal and EMMC’s request to table the listing until the workgroup completed its
work. In the end, due to the significance of the property the Commission voted 4 to 1 to
designate the Carr-Wing House as an historic landmark. Commissioners Boothby,
Mallar, Martin and Lewis voted in favor of the designation. Mr. Pasquine voted no,
preferring to wait until the workgroup completed its work. Commissioner Hornberger
did not participate in the discussion or the vote, as she indicated at the November meeting
that she

To consider an application to designate 424 State Street (Shumay-Robinson House) as
an historic landmark
Action Taken: Following a briefing about the of the significance of the Shumway-
Robinson House by Sara Martin, the Commission discussed the matter and then took
comments from the public. Mr. Taber from EMMC, again, requested that this
designation be tabled until the workgroup has completed its work. City resident Dan
Tremble requested the Commission move forward on the designation of this property.
The Commission discussed the worthiness of the building as a stand alone historic
landmark and determined that this home is of significance, but not necessarily as an
historic landmark in and of itself. The Commission decided to table the designation of
the Shumway-Robinson House as an historic landmark, and decided to include it in a
broader State Street Area Historic District that the Commission would review prior to the
July 2008 Commission meeting. The Commission will request that the City Council
explore financial options to conduct the survey work that would be required to create a
broader State Street Historic District. The Commission voted 5 to 0 in favor of
establishing a broader State Street Historic District by July 2008.
The next scheduled meeting is Thursday, February 14, 2007 at 7:00 p.m. in the third floor
Council Chambers.
