Martin PUBLIC HEARINGS 1. 72-74 Harlow Street – Red Brick Lending To consider a request for Certificate of Appropriateness and Design Review approval to install two externally illuminated wall signs. Action Taken: Certificate of Appropriateness and Design Review approval granted by a vote of 5 to 0 with the condition that the applicant make all efforts possible to install all signage and lighting hardware into the mortar. 2. 15 State Street – Heather Bass To consider a request for Certificate of Appropriateness and Design Review approval to install a projecting sign Action Taken: Certificate of Appropriateness and Design Review approval granted by a vote of 5 to 0 with the condition that the bottom of the sign be no less than 8’ from the sidewalk surface. The applicant also requested to install two exterior building mounted spot lights to illuminate the sign. The Commission was uncomfortable with the appropriateness of the spot lights and the applicant indicated she would come up a with a more formal proposal for review in January. 3. 198 Broadway – John and Lynda Rohman To consider a request for Certificate of Appropriateness to replace windows on the sun porch. Action Taken: The Commission’s discussion revealed limited concern about the appropriateness of the proposed windows, but the Commission felt the proposed windows met the Standards and Certificate of Appropriateness approval was granted by a vote of 5 to 0. 4. 69 Highland Avenue – House Revivers To consider a request for Certificate of Appropriateness approval to install a 4’ high ornamental iron fence. Action Taken: After much discussion over the appropriateness of the proposed black chain link fence along entire length of the properties rear (side) line. A motion was made by Commissioner Williams to approve as proposed. The motion failed to get a second and a new motion was made by Commissioner Simoneau to approve a Certificate of Appropriateness for the installation of the five foot ornamental fence as proposed and the installation of the ornamental fence along the first 20’ of the rear (side) yard and then the installation of the chain link fence along the remainder of the property line. The motion allows the homeowner to install the ornamental fence along the entire length of the rear (side) property line in place of any chain link fence. The Certificate of Appropriateness was granted by a vote of 5 to 0. thrd The next scheduled meeting is Thursday, January 13 at 7:00 p.m in the 3 floor Council Chambers.
