Martin PUBLIC HEARINGS 1. 278 Main Street – Sign Services Inc. To consider a request for Design Review approval to install two single faced wall signs. Action Taken: Design Review approval granted by a vote of 5 to 0. 2. 73 Harlow Street – City of Bangor To consider a request for Certificate of Appropriateness approval to install a small air conditioning unit in the alley on the left side of City Hall building, and to repair the three front door threshold/door stoops with new aluminum material. Action Taken: Certificate of Appropriateness approval granted by a vote of 5 to 0. 3. 30 – 32 Central Street – Zeth and Elizabeth Lundy – Bangor Savings Bank To consider a request for Certificate of Appropriateness and Design Review approval to install windows as previously approved and to install a balcony and door as previously reviewed and approved in concept. Action Taken: Certificate of Appropriateness and Design Review approval granted by a vote of 5 to 0 with the condition that the project commence within 6 months and be completed within 2 years. 4. 93 Central Street – Mark Matheson To consider a request for Certificate of Appropriateness and Design Review approval to change color of exterior siding (matching same material;) and to install a new sign and awning. Action Taken: Certificate of Appropriateness and Design Review approval granted by a vote of 5 to 0. 5. 128 Main Street – Chinda Rustanavibul To consider a request for Certificate of Appropriateness and Design Review approval to install two exhaust fans, and one projecting and one wall sign. Action Taken: Application was taken as two separate motions. The applicant explained the request under consideration. Staff read into the record a letter from Epstein Properties, which detailed their concerns over the installation of the two fans. Epstein Properties felt the proposal was not appropriate for the character of the building and would impact the visual character from their leased office space, immediately adjacent to the proposed fan location. The commission and staff discussed and asked more questions of the applicant and about the possibility of going up through the building. After much discussion, the applicant agreed that they could go up through the building and come out into the flat roof and then place the fans on the roof. The Commission discussed and asked questions of the applicant and requested comment from the public. A motion was made to approve a Certificate of Appropriateness and Design Review for the installation of two exhaust fans through the interior of the building and to exit through the roof. Interior duct work is to exhaust to fans mounted on the roof. A Certificate of Appropriateness and Design Review approval was granted by a vote of 5 to 0 for the installation of a projecting sign and a wall sign as submitted. thrd The next scheduled meeting is Thursday, December 9, 2010 at 7:00 p.m in the 3 floor Council Chambers.
