Martin PUBLIC HEARINGS 1. 51 Thomas Hill Road - Matt Bourassa To consider a request for Certificate of Appropriateness approval to replace 42 wooden storm windows with Allied Historic One Lite (HOL) storms. Color to match existing trim. Action Taken: Application amended to change portion of storms to Harvey Tru Channel for small windows and Allied Historic One Lites storm windows for large windows with arches. Certificate of Appropriateness granted by a vote of 5 to 0. 2. 11 High Street – Steven and Jessica Remington To consider a request for Certificate of Appropriateness approval to installa 4’ ta;; wrought iron style aluminum fence. Action Taken: Certificate of Appropriateness approval granted by a vote of 5 to 0. 3. 2 Hammond Street – Hammond Street Senior Center To consider a request for Certificate of Appropriateness and Design Review approval to brick up the old walk-up window. Action Taken: After much discussion about the appropriateness of bricking up the opening, a motion was made and the Certificate of Appropriateness and Design Review approval was denied by a vote of 3 in favor and 2 opposed. Discussion continued about bricking up and then utilizing stucco to match existing building, a motion was made to brick up and stucco to match and the Certificate of Appropriateness was granted by a vote of 5 to 0. 4. 26 Front Street – Sea Dog Brewing Co. To consider a request for Design Review approval to install a 9’x 9’ window on the front right portion of the building. . Action Taken: Design Review approval granted by vote of 5 to 0. 5. 365 State Street – Christopher Ruhlin To consider a request for Certificate of Appropriateness and Design Review approval for façade improvements which include exterior painting, replacing tin, broken windowpanes and aluminum doors Action Taken: Much discussion took place over the appropriateness of doors that were proposed. The applicant agreed to re-submit new doors that are more appropriate. A motion was made and seconded that did not include the changes to the doors. Certificate of Appropriateness and Design Review approval granted by a vote of 5 to 0. The applicant will submit a new application for more appropriate doors. 6. 123 Franklin Street – Judy Ownes To consider a request for Design Review approval to install a fixed awning with lettering. Action Taken: Design Review approval granted by a vote of 5 to 0. 7. 158 Main Street – Arthur Brountas To consider a request for Certificate of Appropriateness and Design Review approval to maintain existing clapboards and/pr replace with an alternate product on rear portion of building. Action Taken: This was a follow-up to the application that was brought before the Commission over the last few months. The applicant proposed to utilize Hardi-Plank siding instead of maintaining and replacing existing clapboards. Certificate of Appropriateness and Design Review approval granted by a vote of 5 to 0 to replace clapboards with Hardi-Plank siding. 8. 331 – 341 Hammond Street – The Neighborhood Daycare To consider a request for Certificate of Appropriateness approval to install doors, repair windows and enclose a porch. Action Taken: Certificate of Appropriateness approval granted by a vote of 5 to 0. Application amended to include installation of 3 steel doors and to replace 15 windows with Brosco windows as proposed. 9. 84 Harlow Street – House Revivers To consider a request for Certificate of Appropriateness and Design Review approval to remove existing enamel steel panels and replace with new wood panels. Replace existing plate glass with Thermopane glass on all of the first floor storefronts. Action Taken: Questions were raised about the appropriateness of the new window framing. Certificate of Appropriateness and Design Review approval granted by a vote of 4 to 1. thrd The next scheduled meeting is Thursday, October 14 , 2010 at 7:00 p.m in the 3 floor Council Chambers.
