These are the latest changes to the maximum levels of assistance
allowed under Current General Assistance Law. The Changes are
based upon the latest Thrifty Food Flan and HED Fair Market Rents
which were released late in September. i have attached a copy
of each for your information. There is a slight increase in
maximum levels (ranging from $5/mo. to $12/mo. depending On fanil',
size.)
There is, also, a change in Sec. j'.10.5.2 WORSE REQUIREMENT. In
line M11 the word "will" is Changes to "may." The revised
Ordinance will read: "A recipient who is disqua).ifI ad under this

That Section 5.10.5 be deleted in its entirety and replaced with the
following
a. work Requirement.
AL1 persons otherwise eligible £or general form work
under this Ordinance may be required at perform work
for the City of Bangor or to participate in a
training Or educational program which would assist

as modified by the following:
1. the work requirements of this Ordinance shall he
under the direction of the Welfare Director, who
shall he authorized to issue such administrative
directives as may be necessary Eras time to time
to insure the proper implementation of the work
requirement program.
2. An otherwise eligible person who refuses a
workfare assignment from the City of Bangor
under this ordinance without just cause shall be
ineligible for general assistance Eor a period
of 120 days. Refusal to accept a workfare
assignment shall include: (a) failure to report
for work; (b) leaving work without permission
from the worker's supervisor before the work
period has ended; (c) failure to perform work as
directed. A recipient who is disqualified under
this section gBOf be given one (1) opportunity
to regain eligibility during the 120 day
disqualification. Any recipient who

intentionally causes damage to property, or
harms other employees by hie/her actions and is
discharged by the work supervisor will not be
entitled to regain eligibility by returning to
the work program. eligibility may be regained
by otherwise becoming employed and meeting the
definition of need.
3. in no case shall eligible persons performing
work under this Ordinance replace regular
municipal employees.
a. No person shall, as a condition of general
assistance eligibility, be required to do any
Dunt of work that exceeds the value of the net
general assistance that person should otherwise
receive under this general assistance
standards. any person performing work under
this Ordinance shall be provided with net
general assistance the value of which is earned
at a rate of at least the State's minimum wage.
Expenses related to the work performed shall be
considered in determining the amount Of net
general assistance being provided.
s. work performed under this Ordinance shall not
interfere with the eligible person's (a)
existing employment; (b) ability to follow up on
a bona fide job offer; (c) attendance at job
interviews; (d) participation in a primary or
secondary educational program intended to lead
to a high school diploma; or (e) participation
in a training program which is either approved
or determined, or both by the Department of
Labor to be reasonably expected to assist the
individual in securing employment. This
paragraph does not include participation in a
degree granting program, except when that
program is a training program operated under the
control of the Department of Human services or
the Department Of Labor.
6, an eligible person may be required to perform
work prior to receiving assistance when that
assistance is not emergency in nature.
7. Failure of an otherwise eligible person to
accept a suitable workfare assignment under this
Subsection shall not affect the general
assistance eligibility of any member of the
person's household who is incapable of working;
(a) a dependent minor child; (b) an elderly, ill
or disabled person; and (c) a person whose
presence is required in the home in order to
provide care for a dependent child under the age

of 6 years or for any ill or disabled member of
the household.
8. General assistance recipients required to
perform work for the City of Bangor under this
ordinance will complete and execute such forme
as may be required by the welfare Director for
purposes of administering the work requirement
program. All forms will be read to the recipient
to insure complete understanding of the
conditions under which the general assistance is
to be granted. The work order form will detail
the amount of time the recipient is expected to
work, the department to which he Or she i
assigned, and the date, time and work location
to which he or she is to report. Expenses
related to work performed under this section by
an eligible person shall be considered i
determining the amount of net general assistance
to be provided to the person.
That Section 5.12 be deleted in its entirety and replaced with
the following
Sec. 5.12 AMOUNT OF ASSISTANCE. The basis of eligibility for
assistance from the Bangor
Welfare Department is that the applicant (e) have a need
under the Deficit Formula. The aggregate maximum level
of assistance shall be 110% of the applicable Section 8
Hxisting Housing Fair Market Rents as established by the
United States Department of Housing and Urban Develop-
ment, applying the 0 bedroom level for 1 person, the 1
bedroom level for 2 persons, the 2 bedroom level for 3
person, the 3 bedroom level for 4 persons, the 4 bedroom
level for 5 persons.. For each additional person, the
aggregate maximum level shall increase by $75.
Eligibility under all other emergency provisions shall
be determined by these regulations and the case record
shall specify the section under which assistance is
provided.

Applicants requesting assistance for housing that
contains more bedrooms than are necessary for the number
of household members will be provided assistance
according to the maximum level for the number of bedrooms
actually needed.
Payments for rental assistance on behalf of an otherwise
eligible individual will not be made to a parent,
grandparent, child, grandchild, sibling, parent's
sibling, or any of their children unless the rental
arrangement has existed for three (3) months prior to the
application for assistance and is necessary to provide
the relative with basic necessities C
Miscellaneous:
Medical, dental and eye services may be provided on an
emergency basis. Except in unique situations approved by
the Director, the Caseworker will not approve dental
expenses other than tooth extractions.
