The attached Order would authonew the City Manager and staffto proceed to establish a combined Police and Face Emergency Dispatch Center to be located at the Bangor Police Department. The proposed Sideletter Agreement that has been negotiated among the parties (City, Teamsters, International Association of Firefighters) is scheduled 0 be voted upon prior to Council action. Staff will have the results of those votes by October 15th. As the Order indicates, them will be some Whom costs that will occur due to the malignmced of this function at the Police Department. ORDERED, TWT WHEREAS, emerging changes in emegency dispatching services have necessitated that the City Council review and consider how these services will be provided in the future; and WHEREAS, the City Council has recently evaluated the options of either joining the Penobscot County Regional Dispatch Center or combining the City's Police and Fire Dispatching functions; and WHEREAS, after careful consideration of both options, the Council has chosen to pursue the option of combining Bangs existing Police and Fre Dispatch Centers; and WHEREAS, the two Union bargaining convolutes representing dispatch employees in both facilities have endorsed the lhaft Sideletter Agreement with the City auditing the terms and conditions under which the transition will occur; NOW, THEREFORE, HE IT ORDERED THAT: 1. Appropriate City staff including the Police and Fire Chiefs shall immediately begin the necessary planning and organizing b implement a combined dispatch center at the Baugor Police Department; and - 2. The necessary costs for implementing this approach, to the extent then funds do not exist within Police and Fine Deparevent budgets, shall be prepared and presented to the Finance Committce and/or City Council, once determined, for consideration and approval. Councilmen DRAFT POLICE/ FIRE SERVICE DISPATCH SIDELETTE ,AGREEMENT In the event that the Bangor City Council does not approve Council Order 9]-3]I regarding the City moving to the Penobscot County Regional Dispatch Center, but instead, supports the concept of combining Bangor Police and Fire Dispatch Services, and both Bangor Firefighters Association, Local 772 and International Brotherhood of Teamsters, Local 340 ratify the contactual provisions which allow the transfer of dispatch services Rom the fire department to the police department,. the following items will govern how the transfer will impact the Bangor Police Department Dispatchers and the Fire Department Dispatchers. Upon transfer of the Fire Department dispatch function to the Police Department on a daze to be determined, Fire Department Dispatches shall: 1. Retain their Union seiiority and they will be merged into the Police Support Semority List. 2. Retain their accumulated vacation. 3. Retain all accumulated Sick Leave. 4. Begin accumulating vacation and sick leave in accordance with the Police Support Labor Agreement. 5. Begin receiving wages in accordance with the Police SupPott Labor Agreement. 6. Not be required to serve a probationary period. T. Be governed by all other terms and conditions incorporated within the Police Support Labor Agreement The parties hereby acknowledge that this Sideletter Agreement fulfils the obligation to bargain aver the decision and related impacts concerning Combiru•d Police Fire Dispatching Services.
