At the same time, convemations have expended to consider longer tum news for visitor attractions and activities. To cantinue to more and lead these eRons, the attached resolve would rtconlrgum the current I.ovg Tenn Planning Group of the Bass park Strategic Planning Committee. The name of the Committee world be charged to the Voilor Attraction and Facilities Committee, its membership would he expended, and its charge would be edarged to include the goal of replacing and exprnAng our visitor facilities and amamioms and identifying alternative ways W lumence them. The current Committer is composed of County Commissioner Peer Bertram; Sate Represevative lame final, termer Councilor and Legisaror, Mary Sullivan; and Sheila Pechiasly, an individual with an interest in the convention and visitor ordinary. The Committee would he expanded to include two City Councilors and three individuals involved with or supportive of the monvmtion and visitors industry. WHEREAS, the Bangor City Council constituted the Bass Park Strategic Planning Group in October, 1995 for the purpose of developing a strategic plan for the Bass Park Compim and WHEREAS, the Bass Park Strategic Planning Group delivered its report in darmary of ' - 1997, such report recommending, among other things, more than $2 million in capital improvements to the Complex; and WIfEREAS, the Complex's age and configuration will likely require its replacement within thenext ten yeas; and WHEREAS, The City Council is desirous of confirming to have present in Bangor facility that (1) generates economic activities that benefit the citizens and merchants of Bangor and the Greater Bangor area by hosting trade shows, conventions, meetings, and other events which attract visitors from throughout the state, region and country, (2) provides a venue for a wide variety of social, whom, recreational and entertainment opportunities for the residents of the City and region, and (3) generates and maintains a certain level of civic pride in the City among its citizenry by providing a positive experience for users, visitors, and others; and WHEREAS, for the City to continue to develop the convention and visitor industry, it is also essential to expand the range of visitor attractions and activities available in this region, and WHEREAS, the local property tar is insufficient to support the costs necessary to replace and expand our visitor facilities and attractions, and additional sources of funding are necessary far these purposes; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCH, OF THE CITY OF BANGORTHAT the name ofthe Bass Park Strategic Committee's lung Term Planning Group is hereby changed to the Visitor Attraction and Facilities Committee, and BE IT FARTHER RESOLVED, THAT the membership of this Committee is hereby expanded from four to nine members with two to be appointed from members of the City Council and two to be appointed from those groups or individuals with an interest in supporting the convention and visitors sector of our local economy, such members to be appointed by the Council Chair, and BE IT FURTHER RESOLVED, THAT the charge of the Committee is hereby expanded to include developing the necessary strategies to meet the goal of replacing and expanding our visitor facilities and attractions through such potential mechanisms as local option visitors taxes or regionalization of tourist and visitor others, and BE IT FURTBER RESOLVER, THAT this Committee shall continue in existence until January 1, 1999 and shall forward its report and recommendations to the City Council on or before that date.
