to support efforts to attract the national office of the Forma Francophone des Affaires to Bangor. City funds, 50%
of which would come the Geoeml Fund Contingency Account and 50% than the Bangor International Airport

Forum Francophone Des Affaires
The American Association ofthe Fomm Francophone Des Affdres C'AFFA'h requests
proposals for the siting ofthe Nationdpieadgmrcers in a co®udty witidn the State ofMame.
These proposes; should conform to the specific mess listed in this Request for Propcsala C"RPP").
An original response and fifteen (i5) copies, together with ao accessory docammtationin support
of the RPP, shculd be submitted to the AFFA no later then 4:00 p.m. on ILesday, September 2,

• Assist the AFFA in its effort to develop the Pranco-American and Francophone
outcome,

Dear Ed,
The Bangor Region Chamber of Commerce, the Maine Partnership, the Action
Committee of 50 and Eastern Maine Development Corporation are working with a
group of area business leaders to put Bangor on the world map. Maine has been
selected to become the location of the United States Bureau of the Francophone
Business Forum, 'Is Forum Francophone des Affaires" (FFA), a marketing network for
business and a major institution for economic development in the French-speaking
word. The primary mission of the FFA is to provide trade opportunities for FFA
members throughout the Francophone vrodtl. Its secondary mission is to strengthen
French -language skills in Maine and other areas of the U.S.
The Maine Bureau of the American Association of the Forum Francophone des Affaires
(AFFA) will not only be the first in the United States, but it will be the only United States
Bureaul
A selection process has been established with the attached Request For Proposals
(RFP). The RFP defines the major issues to be addressed and requests financial
support be offered by the responding community/region. Currently, three Maine
communities are vying for the opportunity to host this office: Bangor, Lewiston, and
Augusta. Lewiston has been successfully soliciting their local businesses for support,
generating excitement with a high level of emotion: the City of Augusta is apparently '
willing to al locale $50,000 as seed money. The Bangor Region Chamber of Commerce
has established a steering committee ( see attached list) to develop a comprehensive
response outlining the following strengths and resources of the Bangor Region:
. The Bangor Region is geographically central to the State
• The Bangor Region is the location of the Bangor International Airport
Bangor has access to powerful data networks with EMDC's ITDN and MDC's
Bidmatch
• Bangor will be the location of the Northeastern Office of the Maine
International Trade Center
• Bangor is the location of the University of Maine and the University of
Maine's Franco -American Center
• Bangor's innovative Franco -American Partnership Project
Long-term commitment of the region's lead institutions.

The Steering Committee will also be requesting support from a number of businesses,
agencies and communities. We formally request the City of Bangors support in
establishment of the AFFA International Headquarters in Bangor. We seek support in
the form of about 1,500 square feet of occupancy ready office space at the Airport, and
seed money in the amount of $50,000. Please note that we request only the funds
necessary to assist the AFFA organization in its startup phase; the AFFA will be funded
by its own resources in the future.
The establishment of the AFFA is Wly an economic development activity that will put
Bangor on the international map. Businesses in the United States desiring to export or
import via the FFA network will have to go through Bangor. Such opportunities don't
corse everyday!
