William Masters joined Code Enforcement as Housing Impostor in lune of 1997. He hasrecently
passed the State of Maine's Basic Code Enforcement Orbiters exam and been certified by the State
Planning Office In legal issues and courtroom procedures. The term "land use violation' has been
broadly Interpreted by the Courts to include building, housing and public health violations.
Authorization, by the Council, will allow Mr. Masters to appear In Retdtt Court in matters involving
housing code violations. -
BilI's authorization will mean three of the six technical employees of Code are NK Confined In
courtroom procedures and land use enforcement.

ORDERED,
THAT
WHEREAS, 30-A M.R.S.A. §4452 authorizes code enforcement officials to serve Maine Rules
of Civil Procedure, Rule 80K citations and complaints for land use violations, provided such
official has been duly certified by the Maine Department of Human Services; and
WHEREAS, §4452 also authorizes certified code enforcement officials to appear in the Maine
District Courts on behalf of their respective munlcipali ies for the purpose of prosecuting said
land use violations, provided such official has been duly authorized by the municipal officers to
so act; and
WHEREAS, City of Bangor Housing Inspector William A. Masters has successfully completed
the cert cation requirements established by the Department of Human Services, thereby
demonstrating familiarity with civil court proceedings pursuant to said Rule 80K; and
WHEREAS, said William A. Masters has been duly certified by the Department of Human
Services,
NOW, THEREFORE, By the City Council of the City of Bangor be it
ORDERED.
THAT City of Bangor Inspector William A. Masters is hereby authorized and directed to
represent the City of Bangor in Maine District Court, District Three, Division of Southern
Penobscot County, for the purposes of prosecuting land use variations pursuant to Maine Rules
of Civil procedures, Rule 80K; and be it further
ORDERED,
THAT the letter of authorization attached hereto as Exhibit W shall be executed by the City
Council and filed in Maine District Court, District Three, Division of Southern Penobscot
County, in accordance with this Order and 300.A M.R.S.A. §4452.
