A list of streeam bepavedthis year was recently distributed to the City Council. Despite mcmMes at asphalt prices, the unit prices submitted by Lane are comparable overall to lest year. The Finance Committee has mviewed this matter and recommends contract award to Lane Construction. Attached is a inhalation of bids received, and also a memomadum from the City Engineer dot provides additional information relative m this year's program. Ring, City Engineer SUTIJECT: 1997 Paving and Street Rehabilitation Contract On July 2, 1997 sealed bid proposals were received from [Ince companies for Our 1999 Street Paving Contract. The low bid of $527,884.50 was submitted by Lane Construction whose local office is in Hampden. Although asphalt prices have increased, the unit bid prices are comparable to last year. This years program includes paving on thirty four streets, including few which will be done utilizing Community Development funding. A list of these sums bas previously been provided to you. Also included in this years contact is paving work at four schools, which will be paid for by the School Deparlmeut. The total estimated costs for this year's Paving Program are as follows: Patemsemy work -$179,662 Conrad Work -$527,885 Maudal Testing -$ 51000 Contingency -$ 8'000 Total: -$792,54] Sources of Funding: School Department -$ 35,000 Community Development -$ 71,000 General Fund Appropriation -535'000 1996 Paving Carryover -$ 35,000 Sewer Fund -$10'000 1996CSOProjects -$100,000 State Local Road -$101,547 Assistance Program TOTAL $792,547 9]-324 The State Local Road Assistance Program is an annual source of funding received from the Sate, and is based on $600 per lane mile of streets and roads maintained by the municipality. For Bangor, the teal amount of assistance based on am current mileage is $203,094. Historically, the legislature bas funded the entire Local Road Assistance Program, and municipalities have received funding in four quarterly payments. However, there is a change this year in that the legislature at this point Was only provided 50% of the funding for the Program, with the balance to be provided by a bond issue which will be placed before the voters this November. Transportation bond issues have historically received strong voter support. Since we are only assured of half of the LRAP funding from the Sate at the preserd time, we lave only included that amount ($]01,54]) in um program funding. If the November bond issue passes, Nen we will undertake additional work rent spring under the content contract. This wady would involve the pennon of Kenduskeag Avenue from Valley Avenue to Griffin Road, and Cniffin Road from Bullseye Bridge to Kenduskeag Ave. In recent years we have increased the scope of our Armed Street Paving and Rehabilitation Program so that we repave amsea on an average of every twelve years. This is Considered a be the minimal fiequeney in our climate Considering Bangor's subsoil orm itios. We also are able to accomplish some of this we& under the BACTS program, which generally requires a t5% local share. BACTS work is a separate Capital program and includes major arterials, ea. The combined WWI mileage currently scheduled is as follows: 1999 Street Program =9.9 miles BACTS Program =3.1 miles This represents approximately 9.5% of am teal mileage which results in an average repaving frequency of 13 yews. Passage of the November bond issue would provide funding to do an additional 1.5 miles of streams, which would than result in an average repaving frequency of approximately 11.9 years, which meets our objective Hopefully the finegomg ird ntration is helpful.
