Re: Procedures to have a handicapped parking zone created
Dem Officer Joule:
I am requesting that a handicap parking zone be created for Garland Sr, Burger, R@. 04401.
The requested site for the zone is located on the NOMem side of garland Street, in front of 18-20
Garland Stwhich is across the street from my home at 19 Garland St., Bangor, tib. The street is
one of the more narrow streets in the city. Because of the street bang on the narrow side, the
street has one-way traffic from Broadway to Center Street Also, because of flas width of the
meet, there is no puking allowed on the Southem side of the street. That is why I am asking for
the proposed handicap designation across fire street from my home..
I am totally permanently disabled. I have fractured two of the vertebrae in the spine and each
with -manivC herniated discs I recently have managed to fracture another vertebrae into several
pieces along with another huge herdated disc. I am in constant chronic pan. The last injury
occurred sometime tan winter from a fall on a slippery sidewalk in from of my home. I am
scheduled to have another spinal operation in the near future.
Garland Street over the years (1 have lived here in this house for 9 years) has grown tmfBc wine

from a quiet lazy sone[ to one of the more busy. Over the years, several businesses near -by have
expanded or moved into the neighborhood including the expansion of the Brookings and Smith
Funeral Home, the law firm of Paine Lynch and Harris locating in the house at the comer of
Garland and Center, and there is a day-care of some type at 22 Garland St All ofthese factors
add up to we many can for not enough on -street parking for the property owners, the tenants
who rent in the area, and the business owners, their staff and employees. There are times when
delivery trucks, vans and semi -tractor -trader rigs come down the sheet and while making
deliveries, block the street
There are time when my driveway is in use, as an example, I recently bad a new roof installed
and the workers were using my driveway, I had to pink on the street. My fractured spine causes
great pain from irritation to the sciatic nerves on both sides, it is impossible for me to walk more
than a few feed, let alone the block I had to walk last week because the lawyers were parking on
Garland St, and the employees of Brookings and Smith nearly always park on Garland St.
Therefore, because of my total disability and the lack of physical ability to walk hardly any
distance I am requesting the handicapped parking some across the street from my house, and to
have the street posted for no through trucks. We in the neighborhood do not appreciate big diesel
trucks coming down the street, stopping and blacking driveways and the end of Garland Stwhere
it intersects with Center St There are times when big semi's also use French St.I
After talking with Ed Barrett, he enured nk there will be no problem with the handicap
designation. Please keep me informed as to the progress of my request, as I want to attend the
meetings where it will be discussed.
