Procedures to have a handicapped parking zone created Dear Officer Joule: - I am requesting that a handicap parking zone be created for Garland St, Baager, ME, 04401. The requested site for the way is located on the Northern side of garland Stree6 in front of 18-20 Garland Stwhich is across the street fiom my home at 19 Garland St, Bangor, ME. The saw is one of the more narrow streets in the city. Because of the street being on the narrow side, the street has one-way traffic from Broadway to Center Street. Also, because of the width of the street, there is no parking allowed on the Southem side of the street. That is why I on asking for the proposed handicap designation across the about fiom my home. I am totally permanently disabled. I have fractured two of the vertebrae in the spine and each with "massive' herniated discs. I recently have managed to aware another vertebrae into several pieces along with another huge herniated disc. I am in constant chronic pain. The last injury occurred sometime last winter from a fall on a slippery sidewalk in Gant of my home. I am scheduled to have another spinal operation m the new finme. Garland Street over the years (1 have lived here in this house for 9 years) has grown traffic wise 97 311 ,1 'IP,� N. Over the years, several businesses near -by have expanded or moved into the neighborhood including the expansion of the Brookings and Smith Funeral Homs the law firm of Paine Lynch and Hams locating in the house at the comer of Garland and Center, and there is a day -cue of some type at 22 Garland St. All of these factors add up to too many cars for not enough on -sum puking for the property owners, the tenants who rent in the area, and the business owners, their staff and employees. There are fires when delivery trucks, vans and semi-tmc[or-vaily rigs come down the street and while making deliveries, block the street. There are times when my driveway is in use, as an example, I recently had a new roof installed and the workers were using my driveway, I had to park on the street. My fiactured spine causes Sum pain from irritation to the sciatic nerves on both sides, it is impossible for me to walk more than a few her, let alone the block I had to walk last week because the lawyers were parking on Garland St, and the employees of Brookings and Smith nearly always park on Garland St Therefore, because of my total disability and the lack of physical ability to walk hardly any distance I am requesting the handicapped parking sone across the street fiom my hous% and to. have the street posted for no through trucks. We in the neighborhood do not appreciate big diesel trucks coming down the street, stopping said blocbng driveways and the end of Garland St. where it intersects with Center St There are times when big Bend's also use French Scl After talking with FA Barren, he assured me there will be no problem with the handicap designation.
