Matheson 35 Second St. Bangor, ME 04401 Dear Mr. Matheson: I received ved your inquiryo concerning the parking study and the regulations on both Second St. and Second St. Ave., and wanted to take this opportunity to respond. In the way of background, one of the purposes of the parking study was to develop consistent criteria that could be applied as requests for regulations were made. City staff also wanted to identify areae where emergency vehicle and public service access was a problem. Part of the process involved holding public meetings to keep the citizens informed and solicit their input. I believe the meeting at Fifth St. School that you recalled in your letter was in February of 1995. The criteria developed as part of our work was applied to several areas s throughout the city, and several changes were made. There were, however, several ral areas (many of which are on the seat es side) that w assessed have yet to be changed. For the past two years wehave been looking at specific areas when concerns are raised. My records e ords reflect that staff would recommend that 2 hour parking be maintained on the Northwest side of Second St. between Union and Cedar Ste., and that parking be prohibited on the Southeast side. Staff also considered that parking be prohibited on both sides of Second St. Ave. In light of your concerns, I will submit a request to amend the parking ordinances to reflect the changes described above. Such a change will require approval of the city Council. The
