Sec, 4 Economic Development Advisory Commission There is hereby authorized and
established an Economic Develop-
ment Advisory Commission t consist ist of 18 persons who shall be appointed by
the City Council. Members of the Commission shall be drawn from Profess-
ional and occupational fields which serve to provide expertise and background
in offering support advice and information to the city's Economic Development
program. These fields would Include but would not be limited to business,
Professional, industrial, education. vocational and labor training, banking
and finance, transprotatlon, real estate, promotional, utilities.
4.1 Purpose and Duties of the Commission. The Commission shall act in an
advisory capacity to the City
Council and City Manager on matters relating to the Economic Development
of the community, end to the region as it may affect Economic Develop-
ment of the community.
Io shall serve and be utilized as a tasr. rce group of public and private
members for special projects relatingto Economic Development that
require Initiation of research; mobilization of volunteers, expertise
and interest from the private sector; and reports of findings to the
City Council.
It shall serve as a base of private citizen support and advice for
development programs, issues and needs, including airport development
and growth, community development projects relating to Economic Develop-
ment, and general Economic Development, on matters andissues requiring
Private sector liaison and assistance.
It shall serve catalyst for better coordination of municipal develop-
ment, a well s
as
serving as a vehicle when appropriate for liaison with
Other co®unitfesand regional and state development resources.
It shall provide advisory assistance in long-range planning for Economic
Development of the community, and for marketing approaches and use of the
educational and technical resources that are needed for Economic Develop-
ment.
*4.2. Membership and Appointments. Membership Of the Commission shall always
include certain fixed representations
which shall be three members of the City Council, the City Manager, a
representative of an Institution of higher education, and p representative
from each of the boards of directors of the following organizations, the
Target Development Corporation, the Bangor Center Development Corporation
and the Baas Perk Corporation.These filed representatives shall be
appointed annually. The other ten members ofthe commission shall be
appointed for terms of three years each.l AII'members shall serve

**4.3 Ex -Officio Members. Ex -Officio members of the Commission shall be appointed
by the City Council with no fixed terms except that member-
ship may be changed or deleted by file City Council from time to time where
circumstances deem it Necessary. Ex -officio members shall ben -voting
members, and shall participate in meetings and discussions of the Commission
relating only to their program fields and organizational representation. The
role of the -officio members is to provide information to the Commission
relative to their Positions for purposes of assisting in the co mmunicacion

of information and coordination of local o regional programs.pe-offlcia

of Planning and Community Development, the Bangor Airprot Manager, the Bangor
Airport Director of Sales and Marketing, the Bangor City Engineer, Executive
representatives of other agencies or organizations relating to or

meetings from time to time for purposes of coordination, unication and
development of programa projects and services of common interest to the City.
*4.4 Executive Services. The Bangor Director of Economic Developemmt shall serve
as
executive director to the Commission and shall be respon-
sible for providing managerial and clerical services Including preparation of
agendas, notices. meeting minutes and Commission reports municipal and regional
administrative liaison: information. recommendations and guidance relating t
economic development programs and matters.
4.5 Organization and Meetings. The Commission shall organize itself to carry out
its functions including the election of achairman

4.6 Comcenstion and Contracts. The Commission's members shall be voluntary and
serve without compensation. The Commission shall
not expend funds o contract as agent for the City for any purchases of
goods Or services

the Bangor City Council.
***4.7 All members shall attend an annual orientation meeting to be scheduled during
the month of January of each calendar year.
***4.8 The Commission shall meet at least quarterly and, prior to December 31 of
each calendar year, shall prepare and submit to the City Council an annual
report Outlining its doings during the preceding 12 month period.
