Brackett for their Life Saving Efforts Responsible Department: Police Commentary: On April 14,1997, Bangor Detectives Hutchings and Cart were completing lunch at a local restaurant when they, noticed that an elderly woman a[ a nearby table appeared to be in distress and umable to breathe. These Detectives, assisted by David M. Brackett, a citizen of Hermon, immediately took the necessary steps to render aid and asystance. As a result of their efforts, the life of the woman involved was saved. The attached Resolve will recognize Nese efforts. Detectives Hutchings and Can work undercover and will not be present at Mondays meeting. The Police Chiefwill represent tlwm. Mr. Brackett has inshmed that be will be present. I recommend your approval. RESOLVED. WHEREAS, anApril 14,1997,Detectives Robert Hutchings and James Cart were flushing touch ata { local restaurmn. These Detectives noticed that an elderly woman at a nearby table appeared to be in distress; and WHEREAS, although the woman was sitting motionless and her companions did not seem to be aware of any problem, Detectives Hutchings and Can believed tlmt the woman was unable to breathe; and - WHEREAS, the detectives approached the people aM identifiedthemselves. The woman in the wheelchair was unresponsive and her face was rapidly changing color indicating that she could not breathe. TheDetedves were umableto obtain a pulse anal felt that her airway was obstructed by food. Several attempts were made to dislodge the item before the detectives were finally successful. The women immediately began to breathe and regained consciousness; and WHEREAS, Mr. David M. Brackett assisted these officers in properlypositioning the woman and in performing abdominal trusts on the victim, efforts which were instrumental in saving the victim's life; NOW, THEREFORE, BE U RESOLVED BY THE CITY COUNCIL OF THE CITY OF BANGOR, THAT: Detective Robert Hutchings, Detective lames Carr, and Mr. David M. Bracket[ are hereby commended for saving the life of this elderly woman Gam Charleston,Maine. The keen observation and quick response of am officers is indicative of their professionalism and dedication to protecting these they serve. Mr. B arkett's timely and effective assistance provides testimony of the willingness of the citizens of Maine to step forward arta volunteer their aid and assistance in times of crisis aM need.
