Ring, City Engineer SUBJECT: Council Order 97-203- Appointment of Harbor Master Included in the agenda for the April 28, 1997 council meeting under new business is Council Order 97-203, which is for appointment of a Harbor Master for one year. As noted on the council action form, our Harbor Master for the past two years has found full time employment and will not be returning this year. The position was advertised and several candidates have been interviewed. Pending completion of a routine law enforcement background check of the preferred candidate, Council Order 97-203 was submitted with the appointee's name left blarlL The background check has now been completed, with a fully satisfactory report. 1 have selected the following person as the best qualified applicant for our Harbor Masten position: Gerald L. Ledwith 99 Langley Street Bangor, Maine 04401 Tel 990-2679 Mr. Ledwith has considerable relevant experience and knowledge which is applicable to the City's Harbor Master position. He served 22 years with the US. Coast Guard, most recently as Chief Petry Officer at the Coast Guard Base in Southwest Harbor. There he performed duties as Base Engineer, involving harbor and vessel management, interaction with state and municipal agencies, public education, and repair and maintenance of port facilities. He also has experience as a vocational school inshumor. Equally important are his good interpersonal skills which I consider to be a strong auribute for the City's Harbor Master position, which involves constant contact and communication with the public. Mr. Ledwith has also attended Harbor Master training summers and has a very strong interest in Bangor's waterfront Wben Council Order 97-203 is considered next Monday evening, it should be amended to designate Mr. Ledwith as the Harbor Master appointee. 1 will be available to respond 10 questions or provide additional information.
