Responsible Department Engineering Commentary: Mid Maine Telecom has requested permission to install underground fiber once commurdealion cable along a route between Camara Maine Medical Center aid Acadia Hospital. A memorandum from the City Bagineer is attached which provides additional hrfmneation relative to this issue. The attached Council Order would grant a Utility Location Permit m Mid Maine Telecom for We portion of the proposed installation which falls witivn City street riglm-oEway. Alan included is a copy of the permit application. A companion order also appears on this agenda which addresses greeting an easement for that portion of the proposed route which crosses the Garland Street School properly. Ring, City Engineer SUBJECT: Mid Maim Telecom UtilityRequest Lest November I was cornered by Mid Maine Telecom, a local telephone company relative to a proposed installation of underground fiber optic communications cable which would run between Eastern Maine Medical Center on State Street and Acadia Hospital on Stillwater Avenue. The installation would consist of individual parallel cables installed in plastic comfort One cable would be dethc red exclusively for a wide range of dam ver smission between the two hospital facilities, and the other would be for redundancy and to serve any future customers. 1 raised several questions relative to statue of Mid Maine Telecom as a public utility, possible other alternatives, additional uses, location and impacts, etc. Subsequently the City Manager, City Solicitor, and I met with reprawmatives of Mid Mame Telecom and Beside Maine Healthcare. It was determined that Mid Maine Telecom is a regulated utility with rights m locate within public streets, and that underground fiber optic cable was the most feasible installation for the intended purpose. The proposed cable malefaction route was in and along the traveled ways of State Street, the entire length of Howard Street and along and across Stillwater Avenue to Acadia Hospital. Because of concems about having additional utility cats in the pavement of these streets, potential conflicts with existing utilities, impacts on numerous trees and roadside improvements, disruption of traffic, etc., I proposed an alternative route. This alternative would involve crossing Stele Street and running within EMMC's property to Garland Street, crossing Garland and moving up the side of the Garland Street School property in Mount Hope Avenue. Beyond that point, the cables would be installed in existing sidewalk meas on portions of Pearl, Birch, and Fem Streets before crossing Stillwater Avenue. We would also requve Mid Maine Telecom to recomstrum the sidewalks along this route suit to bore under street and paved driveway crossings to avoid disruption ofpavemerm and minimize traffic impacts. The City Solicitor and I have also met with the School Department regarding this proposal and their concerns. Mid Maine Telecom has agreed to the alternative route and installation conditions. Attached is a sketch which shows the alternative route. 9)-183 In order for Mid Maine Telecom he prcceed with this project, they will have m obtain a Utility Location Permit to cover the section installed within public street dghs- of-ways, and an Easement fm the portion installed within school property.
