Asci ed to 9J-64 MEMORANDUM DATE: December4,1996 TO: Community and Economic Development Committee FROM: John Lorc, Planning Officer SUBJECT: Experimental Discount Permit Packing A Council Order was passed in early September which reduced the cost of permit parking from $33.00 to $19.00 a month for the months of October, November and December in two permit parking areas: 40 spaces in the southernmost end of the Plaza East Lot and all of the 18 spaces in the so-called High Street Lot (located at the comer of High Street and Middle Street). The purpose of this program, which was suggested by the Downtown Business Association, was to encourage downtown employees who had not previously been using permit lots to take advantage of them. (The idea being that reduced costs might be an incentive to Introduce people to the City s permit parking areas.) The results of this experiment are as follows: High Street/Middle Street/MiddleStrait L t KD Plaza East Lot October 18 8 November 18 13 December 18 4' 'thm 12096 It is interesting to note that we have received a number of complaints from persons previously using the High StreetlMiddle Street Parking Area because they were now unable to purchase permits in that lot and were not allowed to park there under the Universal Permit which they held. Clearly, the KD Plaza East Lot was not a howling success. (In fact, 0 appears that more persons were parking in that area in October than had purchased permits - i.e. some universal permit holders were using that lot as there were 10 vehicles parked in that lot when it was checked.) _ It is difficult to know where the 18 permits were sold for the Middle Street lot but it appears they may have been bought by persons who had previously parked in the upper level of the Hammond Street Deck which was recently changed from two hour to one hour parking. 9J-66 An examination of total sales (perks) for the three month period is inconclusive when compared to the same three month period last year. However, at best fourth quarter 1996 total permit sales (including the experimental discount program) do not exceed fourth quarter sales for 1995. The Order passed earlier this fall discounted Me rates in these two lots for the three months only and therefore, it nothing further is done, Me rates for these lots will revert to the previous level.
