Commentary:
In 1992 the City Council established fees for contractor and dumpster parking p units in the Downtown
Parking Management Area The currently established policy is that pewits for 1 to 3 days me free and permits for
4 days or more are $7.00 per day, accept for holidays and weekends. The proposed revision chutes that the Code
Enforcement Division will accept applications and issue permits as apart of the building permit process, the fee
would be changed from $7.00 per permit per day to $3.50 per narking s ace per day, provides for amomldy f
equal to the rare charged by the City for permits in the Pickering Square Puking Owns (currently
$38/montb/spece), establishes guidelines for the length of time permits can be issued to prevent abuse, and has
provision whereby the Commonly seed Economic Development Committee could waive fees if doing so would be
in the public intupt of encouraging invemnent in downtown properties.

the Downtown Parking Management Area

ORDERED, -
MT Whereas, due to the nonexistence or limited availability of on-site space,
construction, renovation and improvement projects involving downtown properties often
require the use of on -street parking spaces by contractors to load end unload vehicles, or
for the placement ofdumpsters for the removal of construction debris; and
Whereas, use of on -street parking sperm by contractors needs to be regulated by
the City to prevent abuse and to ensure public parking spaces are available for use by the
public to the maximum extent feasible;
NOW THEREFORE BE IT ORDERED, THAT the following fees and procedures be
established for the issuance of contractor and dumpstei permits within the Downtown
Parking Management Area as established in Chapter III, Article 6, Section 1 of the Laws
and Ordinances of the City of Bangor:
1. Permits may be issued to allow we ofon-strct public parking spaces in
the Downtown Parking Management Area for the use of comments for
the loading and unloading of vehicles, and for the placement and use of
containers used for the removal of refuse and demolition debris, when
necessary to perform improvements to property within the Downtown
Parking Management Area, and for no other purpose.
2. Applications shall be made to, and permits issued by, the Code
Enforcement Division of the Department of Community and Economic
Development.
3. The fee for each pewit issued shall be $3.50 per day for permits up to one
month for each parking space for which a permit is issued to be occupied
by vehicles and containers used for the removal of refuse and demolition
debris, except that no fee shall be charged for Saturday, Sunday and
holidays. There shall he no charge for permits issued for a one to three
day period.
4. For construction projects requiring, in the opinion of the Code
Enforcement Officer, use ofonetrest parking spaces for such purposes for
longer than a one month period, monthly permits may be issued. The fixe
for monthly permits shall be equal to the Pickering Square Parking Garage
regular permit parking fce as established by the City Council for each
parking space for which a permit is issued.
S. The Code Enforcement Officer, or his designee, shall consult with the
applicant to establish the maximum amount of time the use of on-street
parking spaces will be required by the applicant and for which the permit
will be issued to prevent use of on street parking spaces by the applicant
when use of the spaces is not required by construction work.
6. The Community and Economic Development Committee may waive the
fee, or any portion thereof, if, in the opinion of a majority of members of
the Committee, such waiver of fees is in the public interest of encouraging
further investment in improvement of downtown properties.
7. This Order supersedes Council Order 92-435 passed on September 14,
1992.
