Commentary:
The City of Bangor received a K000000 grind in 1994 from USEPA m the FY 1995
Appropriations Act. The grant was specifically for sludge mavagemeat and disposal. The City
subsequently negotiated a private contract with Sawyer for sludge disposal. To preserve the
Sued, the City successfully petitioned Maine's Congressional delegation in change the language
of the grant to allow its use for CSO projects. EPA requites Council Action that specifically
inwryoates the new language "for meeting c nd meA sewer overflow requirements," replacing
previous Council Action that incorporated the " sludge management and disposal"language.
