HomeMy WebLinkAbout1996-11-25 97-34 RESOLVECOUNCIL ACTION Date: 11-25-96 Itam No. 97-34 Item/Sub9ect:AESOLVE, Recognizing the Efforts and Acc:anpli.ebments of the Engineering and Wastewater Treatment Departments in Implementing Cost Effective and Efficient Secondary Treatment and combined Sewer Overflow Control Programa Responsible Department: City Manager Council Chair Blanchette has requested that we periodically schedule a review of departmental accomplishments at regular Council meetings in order to inform the Council as well as the public of recent accomplishments or achievements. The first selected departments are Engineering and Wastewater Treatment Plant for their secondary treatment and combined sewer overflew programs. Jim Ring will introduce a number of staff members of these departments and briefly summarize their accomplishments. Given the significance and the positive impact of the efforts of these employees to manage and reduce the costs of these efforts, a Council Resolve is attached for your consideration. These employees have done a terrific job. I commend than and request that you adopt the attached resolve. WHEREAS, the City of Bangor has been required by federal and state emdromnenml agencies to undertake an expansion ofom Wa4ewater Treatment Plant to provide secondary treatment and a City-wide Combined Sewer Overflow Control program; and WHEREAS, original estimates ofthe cost of implementing these programs were in Came; of $144 million, an amount which was far beyond the financial capability of our community's ratepayers; and WHEREAS, though diligent offers in working with regulatory agencies ant consultants, Engineering and Wastewater Treatment Plant staff were able to develop a CSO control plan which reduced Nese estimated coats to $50 motion; and WFBiREAS, in addition, Engineering staff has designed And supervised the Construction of more Nan $11 million in control projects; and produced savings from original estimated construction costs in excess of $1,2 million; and WIIBBAS, through suff efforts, federal grants in the total amount of%.]million have been eived and will be used to dither reduce the leaned ratepayer support of these Programs; and WHEREAS, gaff of the Wastewater Treatment Pin& has consistently operated the plant blow the operating cogs predicted by the Planes designers and has reduced operating costs doing the years of its operation; And Wf�1tEA5, as a result of then efforts,the personnel of our Wastewater and Engineering Departments have been able to meet dote and federal environmental requirements and mandates through a program recognized by EPA As the best and most innovative in the country and have significantly reduced the cost of these programs and their sem on our ratepayers. NOW, THEREFORE, BE IT RESOLVED BY THE CITY CODNCM OF THE CITY OF BANGOR. THAT the employees of our Engineering and Wastewater Treatment Pont Departments are hereby moromzed add commended for their hard work, creativity, and ongoing ddignme in the implementation of the secondary treatment and combined sewer 9I-34 overflow control programs. Through their eflbns, Nese employees have reduced both the operating sed capital costs associated with these programa, reduced the burden imposed on our ratepayers by approximately $l mJlion, and assisted the Cosmcil in its efforts to stabilize sewer rates. This multi-year effort testifies to the professionalism and dedication of these individuals as well as they commitment to the citizens of our community.
