The attached policy has been developed to address concerns which have been
raised regarding free passes provided to City Councilors for the Bangor
State Fair. Generally, it requires Councilors and City employees to be
treated in the save member as other members of the public for admission to
vents or activities which which a fee is charged. With the aa ception of
recent events regarding the Fair, this is the policy which theCity has
traditionally followed. Adoption of this policy by the Council will assure
that our practice is supported by a written policy endorsed by the
Council.

CITY EVENT OR ACTIVITY ENTRANCE FEE POLICY
1.0 PURPOSE
This policy is intended to provide guidance to Members of
the City Council and staff regarding the treatment of
Councilors and employees wishing to participate in City
activities or events for which an admission fee is normally
charged.
2.0 POLICY -
In general, City Council Members and employees are to be
treated in the same manner as other citizens and members of
the public for admission to activities or events for which a
fee is charged. Council Members and employees are expected
to pay such entry fees and shall not request or receive free
adMission for themselves or complimentary admission for
others. This shall include but not be limited to such
events as: the Bangor State Fair, concerts and other paid
admission events at Bass Park and the use of City facilities
and services such as the Golf Course or Sawyer Arena.
3.0 IMPLEMENTATION
3.1 City employees who are responsible for such events
shall not provide free admission to Councilors or
employees or to any other individual at the request of
Councilors or employees.
3.2 Requests for free admission or for other preferential
treatment shall be reported to the City manager. where
such requests originate with a member of the Council,
the Manager shall inform the Chair of the City Council
or, should the Council Chair be directly involved, the
Chair of the Council Finance Committee.
3.3 The City Manager, with the assistance and support of
the Council Chair,shall be responsible for the day to
day interpretation and enforcement of this policy.
4.0 RIGRT OF ACCESS ANO PARTICIPATION
9.1 Nothing to this policy shall be interpreted in such a
manner as to deny to any Councilor or employee the same
rights of access and participation which are provided
to members of the general public.

5.0 EXCEPTIONS

The following limited exceptions are granted to this policy.
Councilors and employees shall be allowed free admission to:
5.1 events where the sponsor of the event has requested
that such individuals be present to provide a welcome,
to formally represent the City or to otherwise fill a
appropriate ceremonial function.
5.2 Such individuals are active participants in such events
through assigneents as contest judges, game
participants, announcers, etc., where ethers with such
assignments are provided with free admission.
5.3 The fairgrounds during the Bangor State Fair for
purposes of inspecting the grounds, participating in
events designed to publicize the activities of the
fair, serving as volunteer workers, or to meet with
Bass Park or Fair staff on items related to City
business.
5.4 Events or activities sponsored or co-sponsored by the
City where the Council has authorized waiver of
admission fees to such individuals.
5.5 Events at which employees are assigned to work as a
normal part of their job duties or due to special
requirements of the event. This shall include duty
extras for employees of Police and Fire or other
outside or non -duty employment which requires an
individual's presence as part of their outside job
duties.
5.6 Events or activities which are offered as a recognition
to employees through the Employee Performance Award and
Service Recognition program or as as incentive for
participation intheCity's annual Combined Charitable
Campaign.
5.7 Events or activities where employee admission is paid
by a third party with no direct relationship with the
City.
6.0 REVISIONS
The City Ravager or members. of the City Council may
eccesuand changes to this policy from time to time. Such
changes meet be approved by the full Council prior to
becoming effective.
