Item/Subject: ORDER, Authorizing the City Nursing Facility to Contract
for Continuing Consulting Services on Financial Issues
and Authorizing a Transfer from Contingency

Commentary:
Attached please find a proposal from Baker Newman and Noyes for continued
consulting services for the Nursing Facility. This will be a continuation
of the prior work performed by this firm. The services
s to be provided are
listed in the proposal attached to this Order. Theseservices will focus
on several primary areas.
1. Revenue enhancement (Medicare exceptions and reimbursements issues and
strategies).
2. A marketing study to include an evaluation of certain specialized
services; and
3. Corporate restructuring.
Fees will be billed on an hourly basis not to exceed $20,000. _
The Finance Coamittee recommends your approval. As part of the approval,
the Order also authorizes the transfer of the necessary funds from the
General Fund's Contingency Account should fundsbein that
account as of 6-30-99.

transfer up to $20,000 for these Services from the General Fund
Contingency ae of June 30, 1997 if funds remain available within this

Professional Fees
In order to provide to Facility maximum to flexibility relative utilizing our consulting resources, our
fee structure will be based on an hourly rah of $100 per hour, net to exceed $20,000. This
arrangement will allow to Facility to priorities arA determine the scope of the above prolene arm use

Attached please find a proposal from Baker Newman and Noyes for continued
consulting services for the City Nursing Facility. This will be a continuation of the prior
work performed by this firm.
The services to be provided are listed on the attached proposal. These services will
focus on several primary areas:
1. Revenue enhancement (Medicare exceptions and reimbursement issues and
strategies);
2. A marketing study to include an evaluation of certain specialized services; and
3. Corporate restructuring.
Fees will be billed on an hourly basis not to exceed $20,000.
If approved by the Committee, an Order will be prepared for the next agenda
authorizing a transfer from contingency. Our contingency currently has a balance of
$62,551.
