THAT the zoning boundary lines as established by the Zoning Map of
the City of Bangor dated October 28, 1991, as amended, be hereby
further amended as follows:
By changing a parcel of land located at 915 Union Street (Tax Map
No.R-24, Parcel No. 6) from Shopping and Personal Service District
to General Commercial and Service District. Said parcel containing
approximately 11.5 a and being more particularly indicated on
the map attached hereto and made a part hereof.

a. General Description. This application is for a request to change an
approximately 11.5 ace parcel on Union Street from Shopping and Personal
Service to General Commercial and Service zoning district for the existing
'Westgate Mail" property on the northeast aide of Union Street. The property is
presently a small shopping center on Union Street with several large building
areas vacant.
b. Land Use and Zoning Policy. The City's land use policy for this area of Union
Street all the way to Griffin Road is for commercial use. Zoning in the area is
largely Shopping and Personal Service on the northeast side of the street while
there is a mixture of Government and Institutional Service, Industry and Service
and General Commercial and Service on the southwest side of Union Street
through this area and beyond Griffin Road.
C. Urban Services. The site in question has access to all required urban services.
d. Existing Conditions. This 11.5 ace site is one of two of the older shopping
centers of the City located on Union Street. The northeast side of Union Street
in this area has extensive commercial development with a mixture of retail and
service uses for its full length from the Westgate Mall site to Gruen Road. Much
of the area on the southwest side of Union Street was developed as part of the
Air Force base and is presently used by the City for a range of municipal and
airportuses. Recently, one of the areas on the front of the Airport has been
rezoned to Shopping and Personal Service District.
The Westgate Mall shopping center has a high vacancy rate at this time and
Eastern Maine Healthcare proposes to reuse the facility for "medical and
business offices and related healthcare facilities.' It is our understanding that it
is their intent to consolidate a number of different non hospital functions within
this facility. The reason for the change to GC& S from Shopping and Personal
Service is to provide slightly more flexibility in a large multi -use building complex
(Westgate Mall contains approximately 110,610 sqq ft. of Floor area).
e. Decision Criteria. The basis for the Citys zoning is its Comprehensive Plan
policies. The proposed General Commercial and Service zoning district would
be consistent with the proposed commercial use of this whole Union Street
corridor. The General Commercial and Service District is one which was
designed to handle multi -use of commercial properties and would be appropriate
for this use at this site.
t. Recommendation. Since the proposed zone change is consistent with the C"
Comprehensive Plan, Staff would recommend that the Planning Board
recommend the zone change to the City Council.
