HISTORIC PRESERVATION COMMISSION OF THE CITY OF BANGOR
MEETING OF MARCH 9, 2017

Chair Rettenmaier called the meeting to order at 7:00 p. m. Associate Members Banfield and
Manzo were present and would vote. Historic Consultant Mike Pullen noted he was involved
with the project and would recuse himself from review and input to the Commission.
PROJECT REVIEW
1. 1 Waterworks Road – Friends of the Engineer’s House, LLC
Complete building renovation, restoring windows, exterior doors, roof, siding,
porches, and chimney
Chapter 148 Historic Preservation – Bangor Waterworks – Certificate
of Appropriateness
Bob Kelly, representing the Friends of the Engineer’s House, LLC applicant, introduced
himself, Shelly Lizotte and Ellen Angle. The application is to reconstruct several elements, alter
several elements and demolish a small rear addition at the so-called Engineer’s House.
Windows – Mr. Kelly noted that the original windows were believed to be in the
building although the glass is broken or missing in many. Most have been boarded up for
decades. The plan is to remove the windows and repair or rebuild them with the original 4-
over-2 design. After the windows are reinstalled in the building an exterior Harvey Tru-
Channel storm window (black) will be added to the exterior.
Doors – The front door will be repaired. The other two doors have been heavily
damaged due to vandalism, and will be replaced with Simpson Performance Series Fir Doors
(1-3/4” thick). Period hardware will be installed.
Roofing – CertainTeed Landmark architectural shingles will replace existing shingles.
To replicate the color of a weathered cedar shake, Georgetown Gray will be used.
Siding – Existing shingles will be cleaned and repaired; replacement shingles, when
necessary, will be Maine cedar and woven in with existing shingles. A Sherwin Williams
Exterior Stain will be applied (Cottonwood).
Chimney- The original building had two chimneys, one for cooking and one for
heating. The exterior (roof) portions of both chimneys have been removed prior to this
application. The chimney at the center of the roofline will be restored (current chimney stop
short of the roof deck and needs additional repairs inside the building) with brickwork
matching the period style.
Porch- The front porch will be rebuilt, the wooden panels will be recreated. The height
of the railing will be slightly higher than original to meet current code.
Back Porch- A small addition with no foundation under it will be removed and a back
porch with wheelchair ramp will be added. The ramp will have no roof. The porch and ramp
will include code and ADA-compliant railings and a 1 in 12 slope.
Mr. Perkins moved approval of the application with the following conditions:
(1) To change color of the roof shingles from Burnt Sienna to Georgetown Gray
(2) Extend the completion date to 18 months from approval.
Mr. Banfield seconded the motion, and it was approved 4-0 with both Associate
Members voting.
ADDITIONAL BUSINESS
2. Review and Approval of HPC meeting minutes
Mr. Manzo moved approval of the minutes for the January 12, 2017 meeting. Mr.
Perkins seconded the motion, and it was approved 4-0.
Mr. Perkins moved approval of the minutes for the February 16, 2017 meeting. Mr.
Banfield seconded the motion, and it was approved 4-0.
The meeting was adjourned at 7:34 p.m.
