1. The Commission met Friday, June 8, 2012 in the City Council Chambers. The meeting was
called to order at 1:00 p.m.
The meeting minutes from the Penjajwoc Marsh/Bangor Mall Management Commission for
September 16, 2011 were tabled until the next meeting after Jim Hinds reviewed and amended.
Meeting minutes from March 2, 2012 were approved as amended. Motion made by Bill Phillips
and seconded by Cindy DeBeck.
Next was guidelines plan examination of the planning review process to encourage discussions
between potential developers of the property and the Penjajawoc Marsh/Bangor Mall
Management and the Commission. As outlined in the Land Development Code, when the City
becomes aware of a proposal to develop property, the Planning Officer shall inform the
Commission of the proposal. The Commission is authorized to meet with potential developers
for the purpose of reviewing, discussing, and presenting recommendations and suggestions
regarding design of the development and the protection of the Penjajawoc Marsh and stream in
accordance with the Comprehensive Plan and Land Development Code. The Commission also
would provide its comments and recommendations to the Planning Board. There was
discussion of the City procedures for minor revisions and major site development, minor and
major subdivisions, minor site development, as well as site developments requiring a permit.
Cindy DeBeck expressed an interest in being involved in all Planning Board approval reviews.
Bill Phillips and Cindy DeBeck moved to accept.
Other business and future agenda items discussed were surface drainage and impervious
surface. Open space buffers, pedestrian access, lighting, landscape in new developments.
Staff would develop a draft guidance document and return to the Commission.
Next meeting would be on Friday, September 7, 2012.
