The Commission met Friday, February 6, 2009 in the City Council Chambers. The meeting was called to order by
Chair Lucy Quimby.
The January 15, 2009 meeting summary was reviewed. Motion made by Tom and seconded by George for approval.
The group reviewed the Bangor Parkade’s request for a new right in/right out drive. John Theriault presented the
proposed project. Bill Phillips asked if there would be any sidewalk impacts, etc. Lucy asked about pedestrian
access and Cindy suggested possibly adding a sidewalk from Drew Lane to the new entrance. There was a fair
amount of discussion and interest. Cindy motioned and Bill seconded a recommendation for approval with a
pedestrian connection to Drew Lane.
There was continued discussion of the invasive plant species. Jim Ring distributed Maine Department of
Conservation’s three tier list. Jim Hinds commented that the approach made some sense. Ed suggested an
Ordinance change to make site plan approvals subject to prohibition of planting invasives. George motioned and Bill
seconded a motion to request Staff to draft an ordinance to make new site plans subject to avoidance of planting
invasive species listed by the Department of Conservation.
Next there was much discussion about the Offsite Open Space. Ed mentioned a citywide approach would be
problematic, especially until a citywide prioritized open space plan was established. There was a consensus to only
consider within the overlay zone at the present time. There was more discussion but the general view was to keep
it fairly simple to assure some open space remained onsite or adjacent to other protected open space areas.
The next item was possible consultant services for trails, mapping, open space planning, etc. brought to the
attention of the group at the last meeting. Lucy recalled some prior concern/discussion about trail design, impacts,
etc. Jim recommended to start by pursuing this issue with Ron Joseph & Wende Mahaney, and others the through
Bangor Trails rather than with the Penjajawoc Marsh/Bangor Mall Commission. Ed and the group agreed. Lucy
mentioned and inquired about the water quality results downstream from the former landfill. Jim Ring summarized
recent correspondence and communication with the State. Also that, State and City would be undertaking further
testing this spring/summer. Lucy asked to have Bangor Land Trust and herself on the email correspondence.
The next meeting will be held Friday, March 13, 2009.
Tom motioned and Bill seconded to adjourn the meeting.
