The Penjajawoc Marsh/Mall Commission met Friday, February 1, 2008 in the City Council Chambers. Hope
Brogunier motioned for Jim Ring to act as temporary Chair for this meeting, to which George Elliott seconded.
Temporary Chair, Jim Ring called the meeting to order at 1:00 p.m. The December 12, 2007 meeting
summary was approved with the noted edits made by Hope, Lucy Quimby, and Jim Hinds.
The Commission reviewed a revised plan of the Molly Lane South subdivision extension. Hope asked about an
onsite visit, with Lucy, Judy, and others in agreement. Don Becker with CES also agreed for a tentative date
of March 6, 2008at 7:30 a.m. Don answered questions with regards to issues of access, private shared drives
versus public street, which would be an issue of economics. Don indicated Garden Way Extension is a
currently “private drive”, and noted the importance of reserving public access, easement over existing used
areas and trails. There were questions about wetland delineation. Don mentioned ponded water level
alterations, etc., lot sizes are larger than needed to be. Also discussed were setbacks for public road versus
flag lots and clearance from wetlands, etc. Don would be amendable to required building envelope locations.
“Tighter clustering” would be a possibility, would prefer to have 9000 square feet available/effective lot size. A
comparison of impervious areas for various layouts would be helpful.
George Elliott reported on and provided a summary of the Land and Open Space Subcommittee. Jim Hinds
and Jackie Hewett noted that IFW did not develop or present a specific commitment or prioritization but did
offer a number of general suggestions and guidance. A larger buffer is preferable for open fields versus
wooded areas..
Lucy reported on the NAWCA $35,000.00 application being alive and well. Hopefully a decision will occur
around March 12, 2008. The Bangor Land Trust will be applying for LMF Grant in April and will be contacting
landowners to see if they had interest. With a note that wet are land values have been coming in at 600+ to
750/acre. Penjajawoc west ownership was changed.
Other business included George to follow up on the need to place the Management Plan on the website and
send notification to landowners of existence and availability of the Management Plan.
The meeting was adjourned at approximately 2:40 p.m.
