The meeting was called to order at 1:00 p.m. by Lucy Quimby. Bill Phillips moved to accept the October 3, 2008 meeting summary. Cindy DeBeck seconded and all were in favor. The Commission reviewed the outline prepared by David covering the major topics in the Task Forces Final Report. 1. Review of the Marsh/Mall Task Force Report Recommendations  Set boundaries of area  Land use policy  Plan Review  Adopt cluster standards  Maintain RP boundaries  Adopt 175’ No Build to get to 250 feet of protected zone  Develop TIF District Everyone concurred that the preceding seven items had be completed.  Develop acquisition plan Based on the work to date the original land priorities remain the same. TRAFFIC RECOMMENDATIONS A Optimize Existing Capacity Access management Signal optimization Widen Stillwater - 5 lanes All those elements are in progress, ongoing, or done. 1 Best Buy drive – public street & 4-way intersection Due to environmental concerns this intersection is unlikely to be created and the Wal Mart outlet will be further north on Stillwater Avenue. Relocate Kittredge The relocation is being coordinated with Hogan Road Extension and a revision to the Stillridge site plan. Reconfigure southbound off-ramps The reconfiguration of the Hogan Road ramps will require Federal Highways involvement and may not occur in the short term. B MODIFY NETWORK 1. Stillwater to Gilman Parallel Service Road Gilman right in - right out The Official Map maintains a connection to Gilman Road. Limiting Gilman Road’s full movements will not likely occur until that alternative connection is made. 2. Connect Kittredge Road to Ridgewood Drive That connection is not anticipated in the near future. 3. Widewaters/Walmart connection The site plans for Widewaters and Wal-Mart provide for public access through the sites  Involvement with Water Quality efforts Members of the Commission are involved in the Watershed Stakeholders Group, as well as, the “Stream Team” doing water quality testing.  Management and Access Plan The Management Plan developed by George and adopted by the Commission is in place.  Create Conservation and Management Commission (eight bullets) The City Council Created the Marsh Mall Management Commission on June 27, 2005. The bullets in the Task Force Report included several of the following elements: recommendations on the TIF Conservation Fund expenditures, a public access plan, a management plan, education on the value of the Marsh, development review, and invasive species review. Most all the elements have been ongoing. The Commission agreed that access would best wait until specific properties were acquired to develop an access plan. The Land Trust’s activities such as the Frogs, Logs, & Bogs Road Ride were good educational activities. 2 2. Report of Invasive Species Subcommittee Jim Hines distributed a copy of the work created by the Invasive Species Subcommittee. The Committee had developed a short list of invasive species and a one page narrative as to why it is important to pay attention to invasive species. The list also included internet links to web sites on Maine invasive plant lists and New England Invasive plants list (attached). The Commission discussed what approach it should take in adopting this as possible City Policy. City Manager Ed Barrett suggested that the list be distributed to local nurseries and landscapers so they would be aware of the Commissions interest and intent. It was also discussed that the list should be organized by plant type as some trees and shrubs are more likely to be planted as a landscape element than an aquatic or herbaceous plant. 3. Report of Bangor Land Trust Activities Lucy noted that the Land Trust had recently hired Todd Miller as Executive Director. The Land Trust is also working on a trails grant to improve existing trails on BLT properties. The meeting was adjourned at approximately 2:40. 3
