Chair Tom Davis called the meeting to order shortly after 1:00 p.m. The Commission members reviewed the Meeting summary of July 12, 2007. Judy Kellogg-Markowski moved to approve the minutes and Cindy DeBeck seconded the motion. The Commission voted unanimously to approve the meeting summary as written. Jeff Allen, PE of the James W. Sewall Company updated the Commission on the status of the Widewaters project. One of the proposed buildings in the project a 6,000 square foot restaurant was proposed to be changed to a 9,990 square foot retail store. Most of the other changes were minor; cart corrals added snow storage areas being added adjacent to stormwater treatment cells, new sidewalks and revised parking arrangements. Jim Hines moved to recommend approval of the plan Cindy DeBeck seconded and the Commission voted unanimously to recommend approval of the revised plan. George Elliot reviewed the last session of the Management Plan Committee. The Management Plan is essentially now complete and is available for comment by the Commission members. Cindy DeBeck asked if the TIFF funds would be used for water quality improvements discussed in the Penjajawoc Stakeholders Meeting? Ed Barrett indicated they could be but likely any expenditures of TIFF funds would be on recommendation of the Commission to the City Council. David Gould noted there are separate mitigation monies set aside for water quality improvements identified in the Watershed Management Plan. Ed noted that the water quality improvement will likely total more money than the TIFF and Impact Fees could cover. The Commission briefly discussed the Penjajawoc Stream Watershed Management Plan and recent stakeholders meeting. The next public session would be Friday September 21, 2007 at the Bangor Motor Inn at 1:30pm Ed Barrett provided the Commission with an update on the Regional Open Space Plan involving 13 communities along the Penobscot River and adjoining towns.
