The Penjajawoc Marsh/Mall Commission met Thursday July 12, 2007 in the City Council Chambers. Chair
Shep Harris called the meeting to order shortly after 1:00 p.m. The meeting summary was reviewed and

approved with the following corrections: 1) Shep Harris noted his attendance for the July 12 meeting. 2)
Hope Brogunier requested the correction from Wendy Mahaney to Amy Meehan. 3) Bobbi Hosmer moved
from Commission Members to Others in attendance. Jim Ring gave an overview of the City’s proposed
communications accessory building at the Essex Street Water Tower and the request by Dr. Robin Gooden
at 16 Penn Plaza to add two parking spaces and a walkway. Several Commission Members participated in
onsite inspections of these two projects earlier in the day. Shep asked if the group desired to set up
inspections with Commission. The consensus was that Staff will inform the Commission of Minor Site Plan
Revisions and onsite inspections would be schedule if there was Commission interest. The Commission
voted unanimously in favor of both projects, subject to the Penn Plaza project being below allowable
impervious surface ratio.
There was continued discussion of the Land and Open Space Plan. The Subcommittee had not held a
meeting and Jackie will be determining what resource mapping is currently available and gather it.
There was continued discussion of the Management Plan, with George informing the Commission that the

Subcommittee met on June 29. The next meeting of the Subcommittee will be held on July 19, 2007 at
2:00 p.m. at City Hall. George distributed copies of the “second draft” of the Proposed Marsh/Mall Overlay
Zone Management Plan.
The next item was a report of the Bangor Land Trust Activities by Lucy Quimby. Lucy informed the
Commission that the initial NRC inventory was done on the northeast Penjajawoc parcel acquired from
Moleon. The Bangor Land Trust is collaborating with Orono Land Trust seeking a NAWCA grant to acquire
50 acres of back land. Lucy also informed the Commission she would bring Molly Holmberg’s Bangor Open
Space Plan map with her to the next meeting in. Shep asked about the Kenduskeag path repair and Jim
Ring outlined “bridge” approach under consideration for the damaged section behind Court Street.
Jim Ring provided an overview of the Penjajawoc Watershed Plan/Project involving the Department of
Environmental Protection and the City of Bangor with an outline of the studies, BSA consultant, and
informed the Commission of a meeting to be held next Thursday, July 19, 2007.
Other business included Ed Barrett’s discussion of the Trust for Public Land and the next Penjajawoc
Marsh/Bangor Mall Commission meeting to be held on August 3, 2007.
