Chair Shep Harris called the meeting to order shortly after 1:00 p.m. The meeting summary was reviewed and approved with the correction of names for Jim Hinds and Judy Kellogg Markowsky. There was a unanimous vote, with exception of Lucy abstaining. Brian Taylor from Plisga & Day gave an overview, answered questions, and provided clarification of lot divisions regarding the proposed Residential 3 lot Subdivision at 1331 Essex Street requested by John & Jean Strom Benson. Several Commission Members participated in onsite inspection of this project earlier in the day. There was discussion about the optimal configurations and location of Open Space reservation. Jim Ring suggested that the Open Space be contiguous, consisting of the large wetland at the lower end of the parcel plus wetland and some connecting upland on the south side. Cindy and Hope motioned to support the subdivision with modification to open space reservation per Jim Ring’s concept. There was a unanimous vote. George Elliott provided an update of the Management Plan Subcommittee Activity. The Subcommittee met on September 13, 2007. There was discussion about how to do an inventory of the habitat. There was a decision that the best approach would be to use an aerial map. Cindy DeBeck will provide an aerial map by Sewall Company, to work from at the next meeting. On September 2, 2007 Ron Joseph and Wende Mahaney presented and offered recommendations of parcels that would be potentially most valuable for preservation. George asked if the Management Plan should include specific Map/Lot identification and a priority for acquisition, which seemed there was not a recommendation at this time. Jackie stated Ron and Wende think that it is important to identify unique habitat and habitat that hold endangered species. George will revise draft for Subcommittee review and revision, which will then be distributed to the Commission Members. George inquired and will include a brief piece regarding invasive species in the Management Plan. There was discussion of water quality study and water quality of the watershed management plan and how it would dovetail. Jim Ring will communicate to DEP and City team about how the whole watershed, including upstream from Stillwater Avenue will be considered in Watershed Water Quality Management Plan. There was some discussion about possible contamination and impacts from the former Kittredge Road Landfill and consideration of future water quality monitoring in its vicinity. An update was provided on the Bangor Land Trust activities. On October 14, 2007 Bogs, Logs, & Frogs Bike Ride will be held. Bangor Land Trust will hold their Annual Meeting on October 24, 2007 at 7:00 p.m. located at the Husson College Campus. Botanist reports on the inventory of the Bangor Land Trust will be provided. Lucy will send out notices. Update was provided on the relocation of snowmobile and multiuse trails. Other business included Tom Davis requested notices of Penjajawoc Watershed Management Plan Watershed/ Stakeholder Work Group and Tricia Quirk notice of a new email address update.
