HomeMy WebLinkAbout2006-04-07 Penjajawoc Marsh / Bangor Mall Management Commission Minutes Penjajawoc Marsh/Bangor Mall Management Commission Meeting Summary – April 7, 2006 The Marsh/Mall Commission met on Friday, April 7, 2006 in the City Council Chambers at City Hall. Commission members in attendance included: Hope Brogunier, Tom Davis, Cindy DeBeck, George Elliott, Shep Harris, Jackie Hewett, Jim Hinds, Judy Kellogg-Markowsky, Lucy Quimby, and Marion Rudnicki. Staff members included David Gould and Jim Ring. Public Works Director, Dana Wardwell also attended most of the meeting. Chair Shep Harris called the meeting to order at 1:03 p.m. The Commission reviewed the February 3 and March 3 meeting summaries. It was noted that the February 3 summary incorrectly stated that Lucy Quimby rather than Cindy DeBeck suggested formation of the subcommittee to work on open space and conservation issues. A motion by Tom Davis and seconded by Jim Hindes to approve the summaries subject to the correction noted was approved. Jeff Allen from the Sewell Company presented a proposed revised development plan for the previously-approved Widewater’s Development Corporation project at the corner of Stillwater Avenue and Gilman Road. The project is essentially unchanged. The revision will allow for construction of a first phase restaurant, followed by later completion of the entire project. The first phase will require completion of traffic and stormwater improvements, however. The Commission supported the proposed revision but requested that the developer consider the following concerns: 1) Preventing further introduction of invasive plant species - particularly purple loosetrife. 2) Controlling and perhaps harvesting loosestrife (pre/post development). 3) Rapid revegetation of disturbed areas. Mr. Allen indicated that he anticipated the developer would be receptive to addressing these concerns to the extent practicable and will communicate them to Kevin Kane. The next item of business was a report of activities by the Open Space Subcommittee. Next meeting of that group is scheduled for 2:30 p.m. on April 14, 2006 in the Council Chambers. There was considerable discussion about how to identify important areas, how and when to communicate with property owners. Also discussed were property owner rights and lack of consideration of these rights by some members of the public. There was also interest in possibly touring the properties at the appropriate time. The meeting was adjourned at approximately 2:50 p.m.
